This is another mistranslation “rahe na koi” means “will not remain” or “shall not remain”. So when you put it together “Akhi rahai na koi” means “no opponent shall remain”. In this translation the word “Akhi” is miss translated as “rebel” when it should be “opponent”. This is a common mistake because an opponent and a rebel are both things that oppose, misconstruing these two words can change the meaning of the quote.
