There is nothing to indicate that flag is flown to represent the town (in modern or historic times). In modern times the council was abolished about a decade ago. Only documented use I can find (which is the same use which seems to form the basis of that CRW Flags source) is a presentation as part of a "twin towns" event in the US several decades ago.
