It is strictly a Zoroastrian deity first mentioned in Yasht 14. The etymological cognate in Vedic Sanskrit does not make it pan-Indo-Iranian. No specific deity named Verethragna exists in Indo-Aryan literature; we only know about the Proto-Indo-Iranian adjective. Also, there is Indra mentioned in Avestan texts as Andra and Indra-vis. Verethragna is a separate deity in the Avesta, which also has Indra already as a separate evil deity. undo
