Keep I would argue that although this particular site is not notable, it has its place in social history. I can see no harm having an article that provides an example of British seaside tourism at the turn of the century. Agreed, the article needs a bit of work with citations etc. This specific site may be one of many in the country, none are likely to be notable enough to qualify for a Wikipedia article.
