I'd defiantly say he is due to his appearances in the [[2012–13 UEFA Europa League group stage]] where he has received significant global coverage in the world media. The Az PL may not be fully professional but playing is such a senior stage of the Europa League will give him significant coverage and make him notable per [[WP:GNG]]. Discussing whether or not the Az PL is fully pro or not is a discussion for another day. - Keep. According to WP:NFOOTBALL players who have played in a fully professional league are notable. Seyidov played in Neftchi Baku which is a clup of Azerbaijan professional leage. The list of fully professional leagues in WikiProject Football is not completed (It's mentioned there). - Regardless of whether the Az PL is fully professional or not, let's get back to the topic on hand. Is Mirhuseyn Seyidov deemed notable or not? I'd defiantly say he is due to his appearances in the 2012–13 UEFA Europa League group stage where he has received significant global coverage in the world media. The Az PL may not be fully professional but playing is such a senior stage of the Europa League will give him significant coverage and make him notable per WP:GNG. Discussing whether or not the Az PL is fully pro or not is a discussion for another day. UEFA confirms subject's five appearances in the group stages of the 2012–13 Europa League.
As to GNG, I agree it hasn't been demonstrated, and I don't have the language skills or access to Azerbaijani media to do it myself. But I'd be genuinely surprised if someone with suitable skills, access and interest couldn't find GNG-meeting coverage of a footballer who's played since the age of 16, and played regularly for the past four years, for the first team of the club that's won the Azerbaijani top league three times and its national cup twice in those last four years, plus multiple U21 international appearances.
