Los Angeles, California is clearly the most common meaning of Los Angeles, which is why that is what the Los Angeles article is about. See Wikipedia talk:Naming conventions (settlements)/Archive 19#Proposed fixing of the convention for US cities for the conventions that WP follows. LA is one of a couple of dozen cities considered not to need a state (let alone a country). Similarly, we say London and Rome. After all, the link disambiguates if necessary.
