The journal, which is a graduate student-run publication, was established in 1998 by faculty advisers [[David Berliner|David C. Berliner]] (Arizona State University), Jim Middleton (Arizona State University), and [[Gene V. Since 2011, ''CIE'' has published one annual volume with three full issues to reflect ASU's academic semesters: Spring, Summer, and Fall.

[http://cie.asu.edu/ojs/index.php/cieatasu/issue/view/11 Vol. 13 Issue 4] reflected the ASU Fall 2010 semester.''CIE'' has published one new volume per calendar year since its inception, with the exception of 2009. In 2009, the journal began with [http://cie.asu.edu/volume11/index.html volume 11] and finished with [http://cie.asu.edu/ojs/index.php/cieatasu/issue/view/7 volume 12]. During this year, the journal, which had already been using [[Open Journal Systems]] as a repository to tend manuscripts through the peer-review process, transitioned in Fall 2009 to the use of OJS as the means of delivering published articles live on a new website. This transition marked the introduction of volume 12—the very first volume to be delivered via the new website interface made available via OJS. This transition also marked the introduction of a revolving publication schedule. Published articles were no longer consolidated into one issue that went live on a particular date that often reflected to conclusion of the academic semester. Instead, since the August 2009 transi
tion of fully using OJS, the journal did and still continues to publish articles immediately when they are complete. These completed articles go live on the website instantly within their specified issue. After the August 2009 transition to full OJS usage, the former ''CIE'' website was no longer used as the active publishing site.

The journal was established in 1998 by faculty advisers David Berliner, Jim Middleton, and Gene V. Glass (Arizona State University) and editor-in-chief Leslie Poynor.[1] It ceased operation at the close of 2006 and underwent reorganization in 2007.[2] Faculty advisors Finbarr Sloane (University of Colorado Boulder) and Sarah Brem (Arizona State University) and then-newly appointed editors Lori Ellingford and Jeffrey Johnson restarted the journal in December 2008.[3]

The journal went on publishing hiatus in 2017. From 2018 to 2019 the publishing platform was upgraded and new faculty advisors Leigh Graves Wolf (Arizona State University) and Josephine Marsh (Arizona State University) were appointed. Under the direction of student editor Neelakshi Tewari the journal relaunched in 2020 and has resumed publication.
