The Institute's roots reach back to 1986, when Governor [[Jim Hunt|James B. Hunt, Jr.]], and NC State Chancellor Bruce Poulton convened the first Emerging Issues Forum. The Forum is an annual, two-day gathering of international, national and statewide thought leaders and stakeholders who discuss challenges and opportunities for North Carolina. A defining feature of the Forum is participants' collaborative effort to build consensus around specific recommendations for further collective action.
The '''Institute for Emerging Issues''' (IEI) at [[North Carolina State University]] is a public policy "think-and-do" tank concerned about the future of North Carolina. IEI employs a unique public policy process to convene leaders from business, nonprofit organizations, government and higher education to discuss and develop action steps to combat the challenges to North Carolina's future prosperity. These convenings center around specific programs of work, such as reforming higher education and modernizing North Carolina's system of tax and finance. Programs of work are developed from five general areas of focus: education, healthcare, economic development, energy and the environment, and tax and finance.


In 2002, [[North Carolina State University]]'s trustees established the Institute of Emerging Issues to administer the annual Forum and to conduct a related program of work across North Carolina.
IEI was founded in 2002 by former Governor [[Jim Hunt]], now the chair of IEI. The organization is led by Anita Brown-Graham. It now extends beyond its anchor event, the Emerging Issues Forum, which was established in 1986 by Hunt. Hunt established the Forum to have leaders discuss and debate the challenges facing the state. The Institute was established to take the ideas that came out of the Forum and put those ideas into action.
