I haven't seen any use of this phrase outside of Wikipedia, except for [https://www.google.com/search?q=%22pivotal+encoding%22 a few pages] that refer to this Wikipedia article. The current version of this article mentions "pivotal encodings", but this is most likely a neologism that was invented for this particular article.
