* I don't know if this is a relevant comparison but it's notable that the [[Prime Minister of Kenya]] is ''not'' the head of government - see that article for details. If Zimbabwe (or the international community putting pressure on it) copied the model adopted in Kenya only several months before then it may be similar. The Zimbabwean PM's website [http://zimbabweprimeminister.org/index.php?option=com_content&view=article&id=62&Itemid=93 has a section listing the PM's responsibilities] but doesn't have anything like "serve as head of government" in them. Tsvangirai when?

If Zimbabwe (or the international community putting pressure on it) copied the model adopted in Kenya only several months before then it may be similar.
