I wouldn't regard euthanasia for disease control in an animal shelter as an example of population control, as population control is generally aimed at dealing with overpopulation, rather than being a method of disease containment and the prevention of suffering. I would guess that this example is used here as a means of publicizing a controversial episode of disease containment within the animal shelter industry. Title (and inclusion of insects)
