After some research, I discovered that the Federal Government has a HUGE stake in all this: the USPS generates massive revenue every year with mailers (like RedPlum) and intentionally make it difficult to stop delivery. If you hound RedPlum enough, they will stop the delivery after several weeks, and promises not to re-deliver for another 5 years -- which I find difficult to believe.
