I think Google search results are not relevant here ... if the subject himself uses an unconventional spelling, then the article needs to be moved there. The name Mazhar is quite common, and most people spell it with the spelling Mazhar. However, if the subject chooses to spell it otherwise, that is the correct spelling for the bio. Note that it isn't like Bangladesh doesn't use English language ... rather most of the official documents in Bangladesh are in English language along with Bangla. OK, I've done some more searching and have had a closer look at the results, and the independent sources I can find seem to be pretty consistent on "Muzharul Islam", eg [http://archnet.org/library/parties/one-party.jsp?party_id=637], [http://www.britannica.com/bps/additionalcontent/18/31817866/The-Voice-of-the-Modern-Bengali-ARCHITECT-MUZHARUL-ISLAM]. There are hits on "Mazharul Islam" which are about the same guy, but the first couple of those I looked at were mirrors of the Wikipedia article, eg [http://biografiartis.com/mazharul-islam.html] - if nothing comes up ahead of Wikipedia mirrors, I think that suggests it is not the correct spelling. I've changed the spelling within the article, so it should all be correct after the move. Correct spelling?
