I think the sentence is misleading, but I want to add that we have to assume that being a aristocrat would have made him more likely to be politically aware. Please consider that this was an age in which still only a small part of society would aquire sufficient education to fully judge about political processes and as a aristocrat in a politicized family that was oppossed to the rumblings of the time, I think it is highly likely that this would have been discussed.
