Here on Cape Cod, we periodically get roadkill [[seagull]]s. Seagulls open clams and other [[shellfish]] by picking them up and dropping them onto hard surfaces (such as rocks and roads) from the air. As far as I can tell it is a citizen's duty to clean up roadkill, and few cities really have the funding or concern to implement a roadkill removal program, aside from an annual street clean.
