His Father before him was a Grand General in the Koryo Military, Following in his foot steps Chungheon entered the military however remained as a captain till middle age. Chungheon Became self aware that military men could become all-powerfull after seeing quick succession of de facto leadership amongst the Generals who deposed one another during the period. Chungheon plotted against the long standing War council* whilst feigning fealty too the Newly Promoted Surpreme General & Council Head Lee Euimin. After many years of humiliation and hardship Chungheon and his subordinates started a coup de'tat whilst Lee Euimin was away. After Destroying the War council members & Killing Lee Euimin He became a force too be reckoned with. Upon the the success of the Coup he did not go on the seat of power as he was cautious in fear of becoming "drunk with power" as the other De Facto Leaders had become in their reigns however it soon called to him... as well as the voices of the politicians who much needed his presence too push there views before others. Under Choi's Rule he became Prime Minister of the State & Royal Protector, seen the abdication of 4 kings (asked for 2 of the 4), 3 Rebellions & numerous attempts on his life. Finally during the early reign of King Gojong, Chungheon retired and gave his position too his eldest son (though not without bloodshed as his youngest attempted too take it for himself) and until the Death of Chungheon's Grandsons Death the Choi (pronounced as Chuwe) family reigned supreme over the politcal and military frontier of Goryeo Society.

*Created By Jung Junboo for the sole purpose of giving Militants successful in the 1st coup political power, this remained till after Chungheon's death despite the fact he destroyed the council he found he needed it and re-created it under a new name "the Great Council".
