Plot
Spoiler

When Jack, Hank's life-long barber, unfit to cut hair due to senile dementia, Hank turns to his wife's stylist who gives him a trendy haircut he hates. Deciding to give Jack one more chance, Hank winds up with with a head of bleached blond hair.

While searching for another barber, Bill becomes insulted that Hank has overlooked him, a barber with the Army. To soothe his friend's feelings, and figuring he can get another barber to correct any damage Bill does, Hank reluctantly agrees to let Bill cut his hair.

To Hank's surprise, Bill does as "Jack-good job" on his hair and insists on paying for the cut. Bill submits the bill to the Army's accounting office and not long afterwards Hank receives a bill from the Army for $900.

Outraged that the Army would charge so much, Hank calls his congressman who initially sends a standard letter. However, a few days later, Hank receives a whistle-blower award for $3900, and a statue of a "point of light".

The spotlight on the Army's inefficiency results in the Army shutting down the base army shop and transferring Bill to being a recruiter, a job he's ill-suited for. Bill later observes that being a barber was the only thing he was good at.

The result of a decommissioned base barbershop is that everyone on the base receives the trendy haircuts that are as poorly received among the army personnel as it was with Hank.

The Army then gives Bill an official title of electrician, while operating a secret barbershop in order to avoid detection by the congressional oversight committee.
