Tomas R. Gavarra finished his Associate in Agriculture in University of the Philippines – Los Baños. And he was exposed to the fraternity life in the campus while his brother a fraternity member and his sister was also a sorority member. He also tries to join a fraternity in the campus but fail to be one because his brother does not want him to join, having this desire after he finished his education his parents wanted him to go back in the Island of Mindanao to stay. |

When he went to Mindanao Agricultural College (now Central Mindanao University) in Musuan, Bukidnon province to study he felt the absence of a fraternity in the campus and he decided to form one, at first and second try he failed to convince the students to form a fraternity. Being not easily discourage he again invited 35 young men to join him but this time he asked his acquaintance Dr. Ramon Del Carmen which is also a member of Upsilon Sigma Phi a fraternity back in UP – Los Baños which is during that time he is a professor in the campus. And Dr. Ramon Del Carmen give orientation regarding fraternity in college life, the students where finally convince and form the ASP (Agricultural Students of the Philippines) now Alpha Sigma Phi and Dr. Ramon Del Carmen as their faculty adviser and the Sorority counterpart was also organized by Angel Rebecca Quinones and named it Sigma Mu Alpha. |

On December 12, 1965 at Siliman University in Dumaguete City, province Negros Oriental a group of Political Science students of the university led by Manuel M. Momongan likewise initiated and form a new fraternity named Alpha Delta Phi based from his findings out from Baird’s Manual of Fraternities which founded from U.S.A on October 29, 1832 and in the Philippines on December 08, 1965. The fraternity was split into two; the fraternity and sorority in compliance with the policies in the campus separating men and women. On December 12, 1965 the Founder Manuel M. Momongan changed the name of the fraternity as Alpha Sigma Phi and the Sorority Delta Sigma Phi as counterpart. Both these fraternities organized daughter chapters in other schools, and as their membership grew it became inevitable that membership learned each other’s existence and origins. |

The aim of this Pledge Education Program is to produce a member who shall possess qualities that are acceptable to our brothers and sisters who have been products of hazing and non-hazing alike. Relationship with Alpha Sigma Phi of the United States
[edit]In 1984, Alpha Sigma Phi of the Philippines entered into a "Heads of Agreement" outlining a relationship between the two countries. This agreement outlined mechanisms by which the groups would share information, assist in solving mutual problems. It established the "International Council of Alpha Sigma Phi".
The purpose of this relationship was to foster a sense of international brotherhood. Beyond the sharing of open publications such as the Tomahawk, chapter operations manuals and the like, little contact between the two organizations developed.
However, the recommendation of the US Grand Council of Alpha Sigma Phi Fraternity were that the 2008 Grand Chapter would nullify the 1984 Heads of Agreement between the two, that the national staff of the US chapter inform the Filipino chapter of this nullification and that it be directed to cease use of the group's marks and symbols in accordance with US trademark law.
The 2008 Grand Chapter Delegates approved the motion to dissolve the 1984 Heads of Agreement between the two.
In 2010, the "International Council of Alpha Sigma Phi" was revived by both fraternities and linkages between the two were established. Through frequent exchange visits by both parties, they agreed to reaffiliate.
On November 14, 2013, the US ASP Grand Council restated their withdrawal from the Heads of Agreement signed in 1984, severing formal ties between the two organizations. US ASP retained all rights to intellectual property, marks, and symbols associated with the fraternity.
