I think this is ItsLassieTime. This user came to me and a lot of other users' attention, as they were mass reverting edits at a very fast rate and hitting the rate limit. They also templated users, as seen [https://en.wikipedia.org/enwiki/w/index.php?title=User_talk:Undefined&diff=prev&oldid=1061991454 here].
