Welcome to my talk page! Please feel free to leave a message here, or email me if you prefer; however, if you post here you I ask that you observe the following requests:
*Place '''new messages at the bottom of the page''', not at the top. This preserves the chronological order for the page.
*'''Separate topic sections''' with a <code><nowiki>==Descriptive header==</nowiki></code>
*'''Sign your posts''' with four tildes (<code><nowiki>~~~~</nowiki></code>).
*'''BE POLITE.''' I am a person, not a computer. I do have feelings, and they can be hurt.
*Solicitors are welcome here, but '''do not twist my arm to do something'''. It's my decision, not yours.
*If you need/want my input on a matter outside of this page then '''please leave a link to the page in question'''.
*'''Did I delete your page?''' For CSD, [[User:TomStar81/CSD|click here]]; for AFD [[Wikipedia:Deletion review|click here]] and follow the instructions.
*'''Do not post in the archive(s)'''. I will not answer any post placed on a page that is mothballed.
*Unless otherwise noted '''I will respond on your talk page''', not mine.

:I've been wondering whether a checkuser to detect any Soupforone sleepers would be in order? Not sure whether this is allowed or possible in the circumstances, but thought I would at least raise it. Any thoughts? [[User:Cordless Larry|Cordless Larry]] ([[User talk:Cordless Larry|talk]]) 08:29, 2 April 2018 (UTC)
::{{ping|Cordless Larry}}Its a good idea...in theory, but the problem - which you'll see when you look through SPI archives - is that unless the accounts have been active in some capacity recently there's insufficient evidence for the SPI checkuser team to compare against the sock master. Sad as it is to say, this is a case where 9-1-1 and reporting on the fire is the standard operating procedure because installing asbestos to prevent the fire risks too much, or so the community judges. The good news (what little there is of it) is that editors and contributors to Wikipedia do not usually change their areas of interest or their common typing hacks (like words, phrases, etc), so allowing suspect accounts to edit usually results in them weaving enough rope that we can fashion a noose and hang them from it. Usually. For now I think it best just to keep low level tabs on the accounts listed and their editing patterns, if any of the given accounts suddenly throttle for no discernibly good reason it could be proof of a sock account taking up the slack for other accounts that have been shut down. Additionally, the next time we end up reopening an SPI case involving either editor we'll have another user list for the SPI people to compare to - though it will need to be noted loudly and proudly that those listed as having had interaction with soupforone or middayexpress are to be considered honest and legitimate users editing in good faith until evidence suggests otherwise. [[User:TomStar81|TomStar81]] ([[User talk:TomStar81|Talk]]) 08:48, 2 April 2018 (UTC)
::And on an asymmetrical note, we really ought to have a bot to do this sort of thing so that us humans don't have to tax our eyes and fingers doing it manually. We could call it DeceptoBot, since its job wouuld be looking into cases of deception <lol> :) [[User:TomStar81|TomStar81]] ([[User talk:TomStar81|Talk]]) 08:55, 2 April 2018 (UTC)
:::I agree that it's likely that there will be more socks, and asking for a checkuser run for sleepers would probably be a good idea. Tom, I'm not sure about your methodology - lots of those editors are people in very good standing who don't specialise in this topic area. Regards, [[User:Nick-D|Nick-D]] ([[User talk:Nick-D|talk]]) 11:13, 2 April 2018 (UTC)
::::{{ping|Nick-D}} Its an imperfect system, all this shows is who soupforone reached out to while he was here. You'll note that in the case of Middayexpress, I made that list, which proves your point: this information needs to be taken with a massive amount of salt. That being said, it does clearly and quickly suggest which accounts on Wikipedia would be most likely to take up the cause now that the the prior accounts are blocked, which could be useful information from certain standpoints (like checkuser runs). I mean to look at who editing Soupforone's talk page as well to see who talked to him while he was here, I'm sure that'll generate a few more names and additional controversy. (Incidentally, some names appear on both the Middayexpress list and the Soupforone list, which I guess is a coincidence, but still suggests that our guy may return and speak with the editors in question at some point, something else we could check against.) [[User:TomStar81|TomStar81]] ([[User talk:TomStar81|Talk]]) 11:48, 2 April 2018 (UTC)
:::::I think if you want to keep lists of names and use that to help you identify possible socks that's up to you. Whether or not it would be a fruitful way to conduct an investigation I can't really say but your diligence is certainly praiseworthy. I would however suggest using considerable discretion in using or asking others to use such a list. Many interactions will surely not be evidence of collusion and some (e.g. issuing warning messages) will suggest the opposite. In short, if using the list helps to identify suspects, great, but as Nick-D says above no few on the list are in good standing and no CU is going to run checks on such a list without clear and corroborating evidence of socking. I hope that is helpful. I came across this [https://en.wikipedia.org/enwiki/w/index.php?title=Radiation_Research_Society&type=revision&diff=836716794&oldid=836322506 edit summary] when going through AfD. I haven't looked at the copyright tool as of yet, but just as a policy/legal thing, your decline reason was incorrect if the content was copied from that webpage: all content is assumed copyright unless there is an explicit release under a compatible license. This is because the copyright law of the United States, which Wikipedia operates on, does not require that the rights holder publish with a copyright symbol. Things are copyrighted from the instant of their creation. [[User:TonyBallioni|TonyBallioni]] ([[User talk:TonyBallioni|talk]]) 02:44, 23 April 2018 (UTC)

[https://en.wikipedia.org/enwiki/w/index.php?title=Special:Undelete&target=Radiation+Research+Society×tamp=20180416130834 this] was the revision that I was talking about. Anyway, like I said, didn't look at the actual content since the AfD was a clear delete, but did want to touch base on the point of who has the burden i.r.t. copyright. == Hello, from the [[Wikipedia:WikiProject Portals|Portals WikiProject]]... ==
You are invited to '''''[[Wikipedia:WikiProject Portals#Project volunteers|join]]''''' the effort to revitalize and improve the [[Portal:Contents/Portals|Portal system]]...
The [[Wikipedia:WikiProject Portals|Portals WikiProject]] was rebooted 9 days ago, and is going strong. Fifty-two editors have joined so far, with more joining daily.
We're having a blast, and excitement is high...
Our goal is to update, upgrade, and maintain portals.
In addition to working directly on portals, we are developing tools to make building and maintaining portals easier. We've finished one so far, with more to come.
[[Wikipedia talk:WikiProject Portals|Discussions]] are underway about how to upgrade portals, and what the portals of the future will be.
There are plenty of tasks (including WikiGnome tasks too) on the WikiProject page.
With more to come.
We may even surprise ourselves and exceed all expectations. Who knows what we will be able to accomplish in what may become the biggest Wikicollaboration in years.
[[File:Green check.svg|20px|alt=]] '''Guideline and policy news'''
:* The ability to create articles directly in mainspace is now indefinitely [[WP:ACPERM|restricted to autoconfirmed users]].
:* A [[Wikipedia:Requests for comment/Event coordinator proposal|proposal is being discussed]] which would create a new "event coordinator" right that would allow users to temporarily add the "confirmed" flag to new user accounts and to create many new user accounts without being hindered by a rate limit.
:* [[WP:FILTER|AbuseFilter]] has received numerous improvements, including an [[phab:T132284|OOUI overhaul]], [[phab:T39192|syntax highlighting]], ability to [[phab:T87455|search existing filters]], and a few new functions. In particular, the search feature can be used to ensure there aren't existing filters for what you need, and the new <code>equals_to_any</code> function can be used when checking multiple namespaces. One major upcoming change is the ability to [[phab:T179604|see which filters are the slowest]]. This information is currently only available to those with access to [[wikitech:Logstash|Logstash]].
:* When blocking anonymous users, a [[phab:T152462|cookie will be applied]] that reloads the block if the user changes their IP. This means in most cases, you may no longer need to do /64 range blocks on residential IPv6 addresses in order to effectively block the end user. It will also help combat abuse from IP hoppers in general. This currently only [[mw:Autoblock#Tracking|occurs when hard-blocking accounts]].
:* The block notice shown on mobile will soon [[phab:T165535|be more informative]] and point users to a [https://en.m.wikipedia.org/enwiki/w/index.php?title=Help:I_have_been_blocked help page] on how to request an unblock, just as it currently does on [[MediaWiki:Blockedtext|desktop]].
:* There will soon be a [[phab:T132220|calendar widget]] at [[Special:Block]], making it easier to set expiries for a specific date and time.

== Thank you very much ==
The [[Wikipedia:Village pump (proposals)/RfC: Ending the system of portals#RfC: Ending the system of portals|RfC discussion to eliminate portals]] was closed May 12, with the statement "There exists a strong consensus against deleting or even deprecating portals at this time." This was made possible because you and others came to the rescue. Thank you for speaking up.
By the way, the current issue of the Signpost features an article with interviews about [[Wikipedia:Wikipedia Signpost/2018-05-24/WikiProject report|the RfC and the Portals WikiProject]].
I'd also like to let you know that the [[Wikipedia:WikiProject Portals|Portals WikiProject]] is working hard to make sure your support of portals was not in vain. Toward that end, we have been working diligently to innovate portals, while building, updating, upgrading, and maintaining them. The project has grown to 80 members so far, and has become a beehive of activity.
Our two main goals at this time are to automate portals (in terms of refreshing, rotating, and selecting content), and to develop a one-page model in order to make obsolete and eliminate most of the 150,000 subpages from the portal namespace by migrating their functions to the portal base pages, using technologies such as selective transclusion. Please feel free to join in on any of the many threads of development at the [[WT:WPPORT|WikiProject's talk page]], or just stop by to see how we are doing. If you have any questions about portals or portal development, that is the best place to ask them.
If you would like to keep abreast of developments on portals, keep in mind that the [[Wikipedia:WikiProject Portals#Project members|project's members]] receive updates on their talk pages. The updates are also posted [[Wikipedia:WikiProject Portals/Newsletter archive|here]], for your convenience.
Again, we can't thank you enough for your support of portals, and we hope to make you proud of your decision. Sincerely, <span class="nowrap"> — ''[[User talk:The Transhumanist|The Transhumanist]]'' </span> 23:23, 25 May 2018 (UTC)

[[Wikipedia:Administrators' newsletter|News and updates for administrators]] from the past month (May 2018).
[[File:Green check.svg|20px|alt=]] '''Guideline and policy news'''
:* Following a [[Wikipedia:Requests for comment/Event coordinator proposal|successful request for comment]], administrators are now able to add and remove editors to the [[Wikipedia:Event coordinator|"event coordinator" group]]. Users in the event coordinator group have the ability to temporarily add the "confirmed" flag to new user accounts and to create many new user accounts without being hindered by a rate limit. Users will no longer need to be in the [[Wikipedia:Account creator|"account creator" group]] if they are in the event coordinator group.
:* Following an [[Special:PermaLink/842448517#General_sanctions_proposal|AN discussion]], all pages with content related to [[blockchain]] and [[Cryptocurrency|cryptocurrencies]], broadly construed, are now under indefinite [[Wikipedia:General sanctions/Blockchain and cryptocurrencies|general sanctions]].
:* IP-based [[phab:T152462|cookie blocks]] should be [[phab:T192017|deployed]] to English Wikipedia in June. This will cause the block of a logged-out user to be reloaded if they change IPs. This means in most cases, you may no longer need to do /64 range blocks on residential IPv6 addresses in order to effectively block the end user. It will also help combat abuse from IP hoppers in general. For the time being, it only affects users of the desktop interface.
:* The Wikimedia Foundation's Anti-Harassment Tools team will build [[Wikipedia:Community health initiative on English Wikipedia/Per user page, namespace, category, and upload blocking|granular types of blocks]] in 2018 (e.g. a block from uploading or editing specific pages, categories, or namespaces, as opposed to a full-site block). Feedback on the concept may be left at [[Wikipedia talk:Community health initiative on English Wikipedia/Per user page, namespace, category, and upload blocking|the talk page]].
:* There is [[phab:T174313|now a checkbox]] on [[Special:ListUsers|Special:ListUsers]] to let you see only users in temporary user groups.
:* It is [[phab:T165535|now easier]] for blocked mobile users to see why they were blocked.
[[File:Scale of justice 2.svg|20px|alt=]] '''Arbitration'''
:* A [[Special:PermanentLink/843882679#Issue with emails sent to the Arbitration Committee|recent technical issue]] with the Arbitration Committee's spam filter inadvertently caused all messages sent to the committee through Wikipedia (i.e. [[Special:EmailUser/Arbitration Committee]]) to be discarded. If you attempted to send an email to the Arbitration Committee via Wikipedia between May 16 and May 31, your message was not received and you are encouraged to resend it. Messages sent outside of these dates or directly to the Arbitration Committee email address were not affected by this issue.
:* In early May, an [[phab:T193769|unusually high level of failed login attempts]] was observed. The WMF [https://lists.wikimedia.org/pipermail/wikimedia-l/2018-May/090145.html has stated] that this was an "external effort to gain unauthorized access to random accounts". Under Wikipedia policy, administrators [[Wikipedia:Password strength requirements|are required to have strong passwords]]. To further reinforce security, administrators should also consider enabling [[Wikipedia:Simple 2FA|two-factor authentication]]. A [[Template:Committed identity|committed identity]] can be used to verify that you are the true account owner in the event that your account is compromised and/or you are unable to log in.

:* Starting on July 9, the WMF Security team, Trust & Safety, and the broader technical community will be seeking input on an [[phab:T190015|upcoming change]] that will [[meta:Creation of separate user group for editing sitewide CSS/JS|restrict editing of site-wide JavaScript and CSS]] to a new [[meta:Technical administrators|technical administrators]] user group. Bureaucrats and stewards will be able to grant this right per a community-defined process. The intention is to reduce the number of accounts who can edit frontend code to those who actually need to, which in turn lessens the risk of malicious code being added that compromises the security and privacy of everyone who accesses Wikipedia. For more information, please review the [[meta:Creation_of_separate_user_group_for_editing_sitewide_CSS/JS#FAQ|FAQ]].

This feature can help prevent you from making mistakes when editing complex templates.

:* Currently around 20% of admins have enabled [[Wikipedia:Simple 2FA|two-factor authentication]], up from 17% a year ago. ==Disputed non-free use rationale for File:O'niel Cylinder.jpg==
Thank you for uploading '''[[:File:O'niel Cylinder.jpg]]'''. However, there is a concern that the rationale provided for using this file on Wikipedia may not meet the criteria required by [[Wikipedia:Non-free content]]. This can be corrected by going to the file description page and adding or clarifying the reason why the file qualifies under this policy. Adding and completing one of the templates available from [[Wikipedia:Non-free use rationale guideline]] is an easy way to ensure that your file is in compliance with Wikipedia policy. Please be aware that a non-free use rationale is not the same as an [[Wikipedia:Image copyright tags/Non-free|image copyright tag]]; descriptions for files used under the non-free content policy require both a copyright tag and a non-free use rationale.
If it is determined that the file does not qualify under the non-free content policy, it might be deleted by an administrator seven days after the file was tagged in accordance with [[Wikipedia:Criteria for speedy deletion#F7|section F7 of the criteria for speedy deletion]]. If you have any questions, please ask them at the [[Wikipedia:Media copyright questions|media copyright questions page]]. Thank you.<!-- Template:Di-disputed fair use rationale-notice -->

{{Usertalkpage}}
Latest revision as of 18:53, 24 August 2024
This is an archive of past discussions with User:TomStar81. Do not edit the contents of this page. If you wish to start a new discussion or revive an old one, please do so on the current talk page.
G'day all, please be advised that throughout March 2017 the Military history Wikiproject is running its March Madness drive. This is a backlog drive that is focused on several key areas:
tagging and assessing articles that fall within the project's scope
updating the project's currently listed A-class articles to ensure their ongoing compliance with the listed criteria
creating articles that are listed as "requested" on the project's various task force pages or other lists of missing articles.
As with past Milhist drives, there are points awarded for working on articles in the targeted areas, with barnstars being awarded at the end for different levels of achievement.
The drive is open to all Wikipedians, not just members of the Military history project, although only work on articles that fall (broadly) within the military history scope will be considered eligible. More information can be found here for those that are interested, and members can sign up as participants at that page also.
The drive starts at 00:01 UTC on 1 March and runs until 23:59 UTC on 31 March 2017, so please sign up now.
A recent RfC has redefined how articles on schools are evaluated at AfD. Specifically, secondary schools are not presumed to be notable simply because they exist.
Cookie blocks should be deployed to the English Wikipedia soon. This will extend the current autoblock system by setting a cookie for each block, which will then autoblock the user after they switch accounts under a new IP.
A bot will now automatically place a protection template on protected pages when admins forget to do so.
Thanks for knocking out those clarifications. I would have tried tonight, I simply ran out of time last night and had to save what I had. Thank you for the Barnstar! It is my first and I don't think it could have been presented to me for a more important article, battleships, and US military ships in general, are important to me and helping make these articles better is my desire. Pennsy22 (talk) 03:21, 15 March 2017 (UTC)
I came across his name while working on Paul A. Gompers. But actually I would rather you restored and improved the article yourself, as I have no idea if this is covered by my topic ban and I don't want to spend time on the Wikidrama. That's really Wikipedia's loss.Zigzig20s (talk) 06:11, 22 March 2017 (UTC)
Following a discussion on the backlog of unpatrolled files, consensus was found to create a new user right for autopatrolling file uploads. Implementation progress can be tracked on Phabricator.
The BLPPROD grandfather clause, which stated that unreferenced biographies of living persons were only eligible for proposed deletion if they were created after March 18, 2010, has been removed following an RfC.
An RfC has closed with consensus to allow proposed deletion of files. The implementation process is ongoing.
After an unsuccessful proposal to automatically grant IP block exemption, consensus was found to relax the criteria for granting the user right from needing it to wanting it.
Technical news
After a recent RfC, moved pages will soon be featured in a queue similar to Special:NewPagesFeed and require patrolling. Moves by administrators, page movers, and autopatrolled editors will be automatically marked as patrolled.
Cookie blocks have been deployed. This extends the current autoblock system by setting a cookie for each block, which will then autoblock the user if they switch accounts, even under a new IP.
It doesn't appear to me that the strict criteria of CSD A7 applies for this article. Prod or an AfD would be a better way to go. I am not finding sufficient items in google scholar, google news, HighBeam, etc. to establish notability per GNG or for a research professor.–CaroleHenson (talk) 12:36, 4 April 2017 (UTC)
On behalf of the Milhist coordinators, you are hereby awarded the WikiChevrons for reviewing one Milhist article at ACR during the period January to March 2017. Thank you for supporting Wikipedia's quality content processes. AustralianRupert (talk) 14:14, 8 April 2017 (UTC)

Dear TomStar81
I wrote an article about NetMan to introduce this software publicly. It is one of the products of Edco company (https://www.edco.ir/netman/) in Iran. And I wrote the article based on this website. Also, I wrote the reference in the article...
what should I do now?
Please remove the copyright violation tag, so I could edit the article... — Preceding unsigned comment added by MegaNetIRAN (talk • contribs) 06:20, 24 April 2017 (UTC)
An RfC has clarified that user categories should be emptied upon deletion, but redlinked user categories should not be removed if re-added by the user.
Discussions are ongoing regarding proposed changes to the COI policy. Changes so far have included clarification that adding a link on a Wikipedia forum to a job posting is not a violation of the harassment policy.
There is a new tool for adding archives to dead links. Administrators are able to restrict other user's ability to use the tool, and have additional permissions when changing URL and domain data.
Following an RfC, the editing restrictions page is now split into a list of active restrictions and an archive of those that are old or on inactive accounts. Make sure to check both pages if searching for a restriction.
Hi TomStar--I see you deleted this article a while ago, after it was tagged as A7. I wish I had been around to disagree: I don't think it's an A7 candidate at all; at the very least it should have had a chance at AfD. As it is, Martin is now more famous as a chef/food person than as a musician (for better or for worse...): there is a LOT of pretty strong local coverage. Will you please consider restoring it? Thanks, Mindy Dirt (talk) 02:58, 5 May 2017 (UTC)
Hi Tom, Just to check, will you be contributing a WW1 timeline article for the May edition of the Bugle? No dramas at all if you won't be - Ian and I really appreciate all your contributions, and I know that this is often a very busy time of year. Regards, Nick-D (talk) 07:39, 6 May 2017 (UTC)
@Cordless Larry: I got it, thanks! I'm looking into this as we speak, but I am beginning to wonder is this should perhaps be bumped to arbcom. I'll get back to you when I have a moment. TomStar81 (Talk) 03:19, 30 May 2017 (UTC)
The page I am trying to update is my Father-in-law's page. He is Frank J. Breth. (https://en.wikipedia.org/wiki/Frank_J._Breth) He has his own page and I wanted to provide a larger photo of him as well as add the Awards section near the bottom of his awards/ribbons. Please let me know if you can help. Also I was trying to add his name to the Vietnam Gallantry Cross "list of awardees" as well. I added it, but not sure it will stick. Please contact me if you can help, I have a list of his awards (MSCUSN (talk) 16:30, 31 May 2017 (UTC)) — Preceding unsigned comment added by MSCUSN (talk • contribs) 16:23, 31 May 2017 (UTC)
Thank you for your comments. I'm not sure if this is the right avenue of replying to you on this. But please let me know how I need to get you a list of his awards. Also, as mentioned, I was given a higher resolution of his official black and white picture from the Historic branch of Headquarters Marine Corps. So I'm not sure what the rules are on this since the Marine Corps owns it and it's been given to me by them.
So please let me know how to get you the list of his awards. And again, thank you very much for your time and support! (MSCUSN (talk) 15:39, 2 June 2017 (UTC))
I'm not sure if you were able to see my response on my talk page but I had listed the awards of General Breth in order. I'm not sure if you could add the section below his history with a Ribbon rack of his awards such as the ones built for other Marine Generals on Wikipedia. (MSCUSN (talk) 14:50, 6 June 2017 (UTC))
An RfC proposing an off-wiki LTA database has been closed. The proposal was broadly supported, with further discussion required regarding what to do with the existing LTA database and defining access requirements. Such a tool/database formed part of the Community health initiative's successful grant proposal.
Some clarifications have been made to the community banning and unblocking policies that effectively sync them with current practice. Specifically, the community has reached a consensus that when blocking a user at WP:AN or WP:ANI, it is considered a "community sanction", and administrators cannot unblock unilaterally if the user has not successfully appealed the sanction to the community.
Fuzzy search will soon be added to Special:Undelete, allowing administrators to search for deleted page titles with results similar to the search query. You can test this by adding ?fuzzy=1 to the URL, as with Special:Undelete?fuzzy=1. Currently the search only finds pages that exactly match the search term.
A newly revamped database report can help identify users who may be eligible to be autopatrolled.
A potentially compromised account from 2001–2002 attempted to request resysop. Please practice appropriate account security by using a unique password for Wikipedia, and consider enabling two-factor authentication. Currently around 17% of admins have enabled 2FA, up from 16% in February 2017.
Did you know: On 29 June 2017, there were 1,261 administrators on the English Wikipedia – the exact number of administrators as there were ten years ago on 29 June 2007. Since that time, the English Wikipedia has grown from 1.85 million articles to over 5.43 million.
On behalf of the Milhist coordinators, you are hereby awarded the WikiChevrons for reviewing a total of 3 Milhist articles at PR, GAN, ACR or FAC during the period April to June 2017. Thank you for supporting Wikipedia's quality content processes. AustralianRupert (talk) 05:37, 8 July 2017 (UTC)

LoginNotify should soon be deployed to the English Wikipedia. This will notify users when there are suspicious login attempts on their account.
The new version of XTools is nearing an official release. This suite of tools includes administrator statistics, an improved edit counter, among other tools that may benefit administrators. You can report issues on Phabricator and provide general feedback at mw:Talk:XTools.
Hi Tom, did you still want to do the July one for the Bugle? If so I'd like to send out the issue in the next day or so... Cheers, Ian Rose (talk) 07:45, 6 August 2017 (UTC)
Following an RfC, WP:G13 speedy deletion criterion now applies to any page in the draftspace that has not been edited in six months. There is a bot-generated report, updated daily, to help identify potentially qualifying drafts that have not been submitted through articles for creation.
Technical news
You will now get a notification when someone tries to log in to your account and fails. If they try from a device that has logged into your account before, you will be notified after five failed attempts. You can also set in your preferences to get an email when someone logs in to your account from a new device or IP address, which may be encouraged for admins and accounts with sensitive permissions.
Syntax highlighting is now available as a beta feature (more info). This may assist administrators and template editors when dealing with intricate syntax of high-risk templates and system messages.
Applications for CheckUser and Oversight are being accepted by the Arbitration Committee until September 12. Community discussion of the candidates will begin on September 18.
Beginning in September 2017, the Wikimedia Foundation Anti-harassment tool team will be conducting a survey to gauge how well tools, training, and information exists to assist English Wikipedia administrators in recognizing and mitigating things like sockpuppetry, vandalism, and harassment.
The survey should only take 5 minutes, and your individual response will not be made public. This survey will be integral for our team to determine how to better support administrators.
To take the survey sign up here and we will send you a link to the form.
We really appreciate your input!
Please let us know if you wish to opt-out of all massmessage mailings from the Anti-harassment tools team.
Hi Tom, sorry but could you just check your edits to the MilHist coord election page vs. the tally -- I don't think they were quite consistent but didn't want to assume which one reflected your intentions... Cheers, Ian Rose (talk) 16:07, 18 September 2017 (UTC)
2017 Military history WikiProject Coordinator election
Greetings from the Military history WikiProject! Elections for the Military history WikiProject Coordinators are currently underway. As a member of the WikiProject you are cordially invited to take part by casting your vote(s) for the candidates on the election page. This year's election will conclude at 23:59 UTC 29 September. Thank you for your time. For the current tranche of Coordinators, AustralianRupert (talk) 10:39, 21 September 2017 (UTC)
In recognition of your election as one of the Military History Project's Co-ordinators, please accept these Co-ordinator's stars. Thank you for your ongoing efforts in support of the project. Regards, AustralianRupert (talk) 03:37, 30 September 2017 (UTC)
Following a successful proposal to create it, a new user right called "edit filter helper" is now assignable and revocable by administrators. The right allows non-administrators to view the details of private edit filters, but not to edit them.
Following a discussion about mass-application of ECP and how the need for logging and other details of an evolving consensus may have been missed by some administrators, a rough guide to extended confirmed protection has been written. This information page describes how the extended-confirmed aspects of the protection policy are currently being applied by administrators.
A request for comment is open regarding the structure, rules, and procedures of the December 2017 Arbitration Committee election, and how to resolve any issues not covered by existing rules.
Do you remember that this was given to you for trust and support? When you said "and would encourage others to have a little more faith in such a seasoned veteran editor". Now I would encourage you to have a little more faith in a seasoned veteran editor. I have not seen much good come out of arbitration, sadly. --Gerda Arendt (talk) 16:02, 20 October 2017 (UTC)
You wrote: , I had assumed that the bad blood was of a vendetta nature - that two editors had a disagreement (they had) and the one with the admin tools had ended it.
I don't have admin tools
I didn't have a disagreement - I came in as a neutral third party to that edit war, observed it and reported it. I never edited the page. I observed the sameWP:BATTLE that led you to the ARC
I certainly don't have a Vendetta against Joe - in fact, back when I had admin tools, I unblocked him in 2013
A new function is now available to edit filter managers that will make it easier to look for multiple strings containing spoofed text.
Arbitration
Eligible editors will be invited to submit candidate statements for the 2017 Arbitration Committee Elections starting on November 12 until November 21. Voting will begin on November 27 and last until December 10.
The Wikipedia community has recently learned that Allen3 (William Allen Peckham) passed away on December 30, 2016, the same day as JohnCD. Allen began editing in 2005 and became an administrator that same year.
Concerning your request[edit] ...I can put the material on the talk page, however I'm assuming that you'd like the text for a second crack an article, and if that is the case in the interest of preserving the history for any attempted rebuild would you prefer to have the material userfied instead? I can move it to a subpage where you can work on it if you like. TomStar81 (Talk) 20:08, 10 November 2017 (UTC)
Following a request for comment, a new section has been added to the username policy which disallows usernames containing emoji, emoticons or otherwise "decorative" usernames, and usernames that use any non-language symbols. Administrators should discuss issues related to these types of usernames before blocking.
Technical news
Wikimedians are now invited to vote on the proposals in the 2017 Community Wishlist Survey on Meta Wiki until 10 December 2017. In particular, there is a section of the survey regarding new tools for administrators and for anti-harassment.
A new function is available to edit filter managers which can be used to store matches from regular expressions.
Over the last few months, several users have reported backlogs that require administrator attention at WP:ANI, with the most common backlogs showing up on WP:SPI, WP:AIV and WP:RFPP. It is requested that all administrators take some time during this month to help clear backlogs wherever possible. It should be noted that AIV reports are not always valid; however, they still need to be cleared, which may include needing to remind users on what qualifies as vandalism.
The Wikimedia Foundation Community health initiative is conducting a survey for English Wikipedia contributors on their experience and satisfaction level with Administrator’s Noticeboard/Incidents. This survey will be integral to gathering information about how this noticeboard works (i.e. which problems it deals with well and which problems it struggles with). If you would like to take this survey, please sign up on this page, and a link for the survey will be emailed to you via Special:EmailUser.
Hello, TomStar81. Voting in the 2017 Arbitration Committee elections is now open until 23.59 on Sunday, 10 December. All users who registered an account before Saturday, 28 October 2017, made at least 150 mainspace edits before Wednesday, 1 November 2017 and are not currently blocked are eligible to vote. Users with alternate accounts may only vote once.
The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.
2017 Military Historian of the Year and Newcomer of the Year nominations and voting
As we approach the end of the year, the Military History project is looking to recognise editors who have made a real difference. Each year we do this by bestowing two awards: the Military Historian of the Year and the Military History Newcomer of the Year. The co-ordinators invite all project members to get involved by nominating any editor they feel merits recognition for their contributions to the project. Nominations for both awards are open between 00:01 on 2 December 2017 and 23:59 on 15 December 2017. After this, a 14-day voting period will follow commencing at 00:01 on 16 December 2017. Nominations and voting will take place on the main project talkpage: here and here. Thank you for your time. For the co-ordinators, MediaWiki message delivery (talk) 08:35, 8 December 2017 (UTC)
"Military history" is one of the most important subjects when speak of sum of all human knowledge. To support contributors interested in the area over various language Wikipedias, we intend to form a user group. It also provides a platform to share the best practices between military historians, and various military related projects on Wikipedias. An initial discussion was has been done between the coordinators and members of WikiProject Military History on English Wikipedia. Now this discussion has been taken to Meta-Wiki. Contributors intrested in the area of military history are requested to share their feedback and give suggestions at Talk:Discussion to incubate a user group for Wikipedia Military Historians.
Feliz Navidad, to you too and may God cover you and your loved ones with lots pf blessings this coming year and those years which are yet to come.
This last year I did a lot of exploring, investigating and documenting historical artifacts, structures and places in Arizona. I always take some members of my family on these trips. This way not only do they learn about history, but they also learn to appreciate what those who came before us had to go through in the 18th century and before.
I created a "List of historic properties" in Wikipedia for most of the towns that I have documented and in "Facebook" I go into some of the details of my adventures. I hope to continue my work/hobby this coming year. God bless you. Tony the Marine (talk) 21:26, 26 December 2017 (UTC)
Military Historian of the Year 2017
2017 Military Historian of the Year
As voted by your peers within the Military history WikiProject, I hereby award you the Bronze Wiki as the co-recipient of third place for the 2017 Military Historian of the Year Award. Congratulations, and thank you for your efforts in 2017. AustralianRupert (talk) 02:02, 30 December 2017 (UTC)
A request for comment is in progress to determine whether the administrator policy should be amended to require disclosure of paid editing activity at WP:RFA and to prohibit the use of administrative tools as part of paid editing activity, with certain exceptions.
An RfC has closed with a consensus that candidates at WP:RFA must disclose whether they have ever edited for pay and that administrators may never use administrative tools as part of any paid editing activity, except when they are acting as a Wikipedian-in-Residence or when the payment is made by the Wikimedia Foundation or an affiliate of the WMF.
Editors responding to threats of harm can now contact the Wikimedia Foundation's emergency address by using Special:EmailUser/Emergency. If you don't have email enabled on Wikipedia, directly contacting the emergency address using your own email client remains an option.
Technical news
A tagwill now be automatically applied to edits that blank a page, turn a page into a redirect, remove/replace almost all content in a page, undo an edit, or rollback an edit. These edits were previously denoted solely by automatic edit summaries.
Arbitration
The Arbitration Committee has enacted a change to the discretionary sanctions procedure which requires administrators to add a standardizededitnotice when placing page restrictions. Editors cannot be sanctioned for violations of page restrictions if this editnotice was not in place at the time of the violation.
Hi Tom, Just to check, will you be providing an article on on World War I events a century ago for the February issue of the Bugle? No worries if not, of course. Regards, Nick-D (talk) 05:58, 4 February 2018 (UTC)
Hi Tom, I see that the Paul H. Irving page was deleted because material was copied from the Milken website and was a promo/copyright violation. I am not the original author, though I work for the USC Leonard Davis School of Gerontology where he is currently a distinguished scholar in residence. My team's been in touch with his admin team, and we've let them know why the original page wasn't acceptable.
I'd like to get the page set back up if possible as he frequently makes media appearances/contributions regarding aging issues<ref>https://www.wsj.com/news/author/8509</ref><ref>https://www.nextavenue.org/showcase/influencers-aging-2016/paul-irving/</ref><ref>https://www.forbes.com/sites/nextavenue/2017/06/22/cities-must-tackle-longevity-inequality/#57cf2a8b3c03</ref> and is former president of the [[Milken Institute]] and current chair of its Center for the Future of Aging. (talk page stalker) since I'm not sure how often Tom is around. I just checked and there isn't anything in the deleted article that can be restored, as there's little that isn't copyvio. I don't think notability is in question per your sourcing @BethNewcomb:. Probably best to just start fresh. Ping me here or my talk if you need more detail StarM04:16, 11 February 2018 (UTC)
@BethNewcomb and Star Mississippi: Yes, Star's right Beth, the material is still mostly copyvio, you'd be further ahead to simply start over and use far far less copyright material. Also, thanks to Star for getting this for me while I've been under the weather. TomStar81 (Talk) 08:15, 19 February 2018 (UTC)
It's what us TPSers do. We're both somewhat here, but somehow watchlisted one another and lend a hand. Hope you're on mend or soon will be StarM02:11, 2 March 2018 (UTC)
@TomStar81 and Star Mississippi: Thank you both! Yes, I'll be working on fresh material for the page. I noticed that the page was also protected by User:DGG on Oct 22, 2017. What's the best way to approach getting the page created - should I add the new proposed material to the Talk page then reach out about getting the admin lock lifted? Just not sure what the proper protocol is. BethNewcomb (talk) 22:36, 7 March 2018 (UTC)
I see that you want an article because of his media appearances, which might be interpreted as meaning in order to promote his media appearances. But as for notability , media appearances do not show notability. The book might: you will need substantial 3rd party reviews in well-known reliable sources. The presidency might also, if there is substantial coverage of his role from third-party independent reliable sources, not press releases or mere announcements. The proper procedure is to write the article in draft space, because "my team"makes it clear that you are a connected contributor. If the article is satisfactory, the editor who accepts it can ask me for the unprotection. DGG ( talk ) 23:18, 7 March 2018 (UTC)
I commented at the draft. . If you want to submit it anyway, you can, but I shall certainly send it to afd once more. DGG ( talk ) 23:09, 30 April 2018 (UTC)

Community ban discussions must now stay open for at least 24 hours prior to being closed.
A change to the administrator inactivity policy has been proposed. Under the proposal, if an administrator has not used their admin tools for a period of five years and is subsequently desysopped for inactivity, the administrator would have to file a new RfA in order to regain the tools.
A change to the banning policy has been proposed which would specify conditions under which a repeat sockmaster may be considered de facto banned, reducing the need to start a community ban discussion for these users.
Technical news
CheckUsers are now able to view private data such as IP addresses from the edit filter log, e.g. when the filter prevents a user from creating an account. Previously, this information was unavailable to CheckUsers because access to it could not be logged.
The edit filter has a new featurecontains_all that edit filter managers may use to check if one or more strings are all contained in another given string.
Bhadani (Gangadhar Bhadani) passed away on 8 February 2018. Bhadani joined Wikipedia in March 2005 and became an administrator in September 2005. While he was active, Bhadani was regarded as one of the most prolific Wikipedians from India.
@Star Mississippi and Earlygrrl: Star Mississippi restored you page, but you've no real sources for the author, and the ones provided are questionable at best. You have links to the imdb, however per Wikipedia:Citing IMDb these are not useful in supply proof of credibility within the context of the csd a7 speedy deletion criteria, and the only other source given makes no mention of Chris Rowland. Collectively, that makes your film man completely unremarkable from a perspective of both WP:NOTABILITY and WP:BLP. It is my opinion at this time that there is simply insufficient information to warrant an article on the man, so please do keep that in mind when and if you elect to republish the article. April 2018 Milhist Backlog Drive
G'day all, please be advised that throughout April 2018 the Military history Wikiproject is running its annual backlog elimination drive. This will focus on several key areas:
tagging and assessing articles that fall within the project's scope
adding or improving listed resources on Milhist's task force pages
updating the open tasks template on Milhist's task force pages
creating articles that are listed as "requested" on the project's various lists of missing articles.
As with past Milhist drives, there are points awarded for working on articles in the targeted areas, with barnstars being awarded at the end for different levels of achievement.
The drive is open to all Wikipedians, not just members of the Military history project, although only work on articles that fall (broadly) within the scope of military history will be considered eligible. This year, the Military history project would like to extend a specific welcome to members of Wikipedia:WikiProject Women in Red, and we would like to encourage all participants to consider working on helping to improve our coverage of women in the military. This is not the sole focus of the edit-a-thon, though, and there are aspects that hopefully will appeal to pretty much everyone.
The drive starts at 00:01 UTC on 1 April and runs until 23:59 UTC on 30 April 2018. Those interested in participating can sign up here.
Administrators who have been desysopped due to inactivity are now required to have performed at least one (logged) administrative action in the past 5 years in order to qualify for a resysop without going through a new RfA.
Editors who have been found to have engaged in sockpuppetry on at least two occasions after an initial indefinite block, for whatever reason, are now automatically considered banned by the community without the need to start a ban discussion.
There will soon be a calendar widget at Special:Block, making it easier to set expiries for a specific date and time.
Arbitration
The Arbitration Committee is considering a change to the discretionary sanctions procedures which would require an editor to appeal a sanction to the community at WP:AE or WP:AN prior to appealing directly to the Arbitration Committee at WP:ARCA.
Miscellaneous
A discussion has closed which concluded that administrators are not required to enable email, though many editors suggested doing so as a matter of best practice.
The Foundations' Anti-Harassment Tools team has released the Interaction Timeline. This shows a chronologic history for two users on pages where they have both made edits, which may be helpful in identifying sockpuppetry and investigating editing disputes.
@Drmies, Ben MacDui, Nick-D, and Cordless Larry: As part of this SPI case, I looked through all the accounts that Soupforone interacted with while he was unblocked and compiled my list in the sandbox. I wanted to draw your attention to the fact that my investigation has uncovered Soupforone interacted with at least 5 accounts blocked for sock-puppetry on site under various case names, not that it proves anything other than bad luck, but it is something we should keep in mind just in case. The full compiled list is here, you are welcome to copy, review, or otherwise log it; just leave the nowiki tags intact on my page so it doesn't cause a ruckus. At the moment none of the given accounts are suspected of being anything other than honest, good working wikipedians and I don't need a firestorm from editors irate with the info. TomStar81 (Talk) 08:25, 2 April 2018 (UTC)
I've been wondering whether a checkuser to detect any Soupforone sleepers would be in order? Not sure whether this is allowed or possible in the circumstances, but thought I would at least raise it. Any thoughts? Cordless Larry (talk) 08:29, 2 April 2018 (UTC)
@Cordless Larry:Its a good idea...in theory, but the problem - which you'll see when you look through SPI archives - is that unless the accounts have been active in some capacity recently there's insufficient evidence for the SPI checkuser team to compare against the sock master. TomStar81 (Talk) 08:48, 2 April 2018 (UTC)
And on an asymmetrical note, we really ought to have a bot to do this sort of thing so that us humans don't have to tax our eyes and fingers doing it manually. We could call it DeceptoBot, since its job wouuld be looking into cases of deception <lol> :) TomStar81 (Talk) 08:55, 2 April 2018 (UTC)
I agree that it's likely that there will be more socks, and asking for a checkuser run for sleepers would probably be a good idea. Tom, I'm not sure about your methodology - lots of those editors are people in very good standing who don't specialise in this topic area. Regards, Nick-D (talk) 11:13, 2 April 2018 (UTC)
@Nick-D: Its an imperfect system, all this shows is who soupforone reached out to while he was here. (Incidentally, some names appear on both the Middayexpress list and the Soupforone list, which I guess is a coincidence, but still suggests that our guy may return and speak with the editors in question at some point, something else we could check against.) TomStar81 (Talk) 11:48, 2 April 2018 (UTC)
I think if you want to keep lists of names and use that to help you identify possible socks that's up to you. BenMacDui17:28, 2 April 2018 (UTC)
I came across this edit summary when going through AfD. TonyBallioni (talk) 02:44, 23 April 2018 (UTC)
And of course, diffs don't work for deleted pages. this was the revision that I was talking about. Anyway, like I said, didn't look at the actual content since the AfD was a clear delete, but did want to touch base on the point of who has the burden i.r.t. copyright. All the best TonyBallioni (talk) 02:50, 23 April 2018 (UTC)
You are invited to join the effort to revitalize and improve the Portal system...
The Portals WikiProject was rebooted 9 days ago, and is going strong.
Discussions are underway about how to upgrade portals, and what the portals of the future will be.
There are plenty of tasks (including WikiGnome tasks too) on the WikiProject page.
With more to come.
We may even surprise ourselves and exceed all expectations. Who knows what we will be able to accomplish in what may become the biggest Wikicollaboration in years.
A proposal is being discussed which would create a new "event coordinator" right that would allow users to temporarily add the "confirmed" flag to new user accounts and to create many new user accounts without being hindered by a rate limit.
Technical news
AbuseFilter has received numerous improvements, including an OOUI overhaul, syntax highlighting, ability to search existing filters, and a few new functions. In particular, the search feature can be used to ensure there aren't existing filters for what you need, and the new equals_to_any function can be used when checking multiple namespaces. One major upcoming change is the ability to see which filters are the slowest. This information is currently only available to those with access to Logstash.
When blocking anonymous users, a cookie will be applied that reloads the block if the user changes their IP. This means in most cases, you may no longer need to do /64 range blocks on residential IPv6 addresses in order to effectively block the end user. It will also help combat abuse from IP hoppers in general. This currently only occurs when hard-blocking accounts.
The block notice shown on mobile will soon be more informative and point users to a help page on how to request an unblock, just as it currently does on desktop.
There will soon be a calendar widget at Special:Block, making it easier to set expiries for a specific date and time.
Lankiveil (Craig Franklin) passed away in mid-April. Lankiveil joined Wikipedia on 12 August 2004 and became an administrator on 31 August 2008. During his time with the Wikimedia community, Lankiveil served as an oversighter for the English Wikipedia and as president of Wikimedia Australia.
The RfC discussion to eliminate portals was closed May 12, with the statement "There exists a strong consensus against deleting or even deprecating portals at this time." This was made possible because you and others came to the rescue. Thank you for speaking up.
I'd also like to let you know that the Portals WikiProject is working hard to make sure your support of portals was not in vain.
Please feel free to join in on any of the many threads of development at the WikiProject's talk page, or just stop by to see how we are doing. If you have any questions about portals or portal development, that is the best place to ask them.
If you would like to keep abreast of developments on portals, keep in mind that the project's members receive updates on their talk pages. The updates are also posted here, for your convenience.
Again, we can't thank you enough for your support of portals, and we hope to make you proud of your decision. Sincerely, — The Transhumanist23:23, 25 May 2018 (UTC)
P.S.: if you reply to this message, please {{ping}} me. Thank you. -TT
Following a successful request for comment, administrators are now able to add and remove editors to the "event coordinator" group. Users in the event coordinator group have the ability to temporarily add the "confirmed" flag to new user accounts and to create many new user accounts without being hindered by a rate limit. Users will no longer need to be in the "account creator" group if they are in the event coordinator group.
IP-based cookie blocks should be deployed to English Wikipedia in June.
The Wikimedia Foundation's Anti-Harassment Tools team will build granular types of blocks in 2018 (e.g. a block from uploading or editing specific pages, categories, or namespaces, as opposed to a full-site block). Feedback on the concept may be left at the talk page.
It is now easier for blocked mobile users to see why they were blocked.
Arbitration
A recent technical issue with the Arbitration Committee's spam filter inadvertently caused all messages sent to the committee through Wikipedia (i.e. Special:EmailUser/Arbitration Committee) to be discarded. If you attempted to send an email to the Arbitration Committee via Wikipedia between May 16 and May 31, your message was not received and you are encouraged to resend it. Messages sent outside of these dates or directly to the Arbitration Committee email address were not affected by this issue.
An RfC about the deletion of drafts closed with a consensus to change the wording of WP:NMFD. Specifically, a draft that has been repeatedly resubmitted and declined at AfC without any substantial improvement may be deleted at MfD if consensus determines that it is unlikely to ever meet the requirements for mainspace and it otherwise meets one of the reasons for deletion outlined in the deletion policy.
Starting on July 9, the WMF Security team, Trust & Safety, and the broader technical community will be seeking input on an upcoming change that will restrict editing of site-wide JavaScript and CSS to a new technical administrators user group. For more information, please review the FAQ.
Syntax highlighting has been graduated from a Beta feature on the English Wikipedia. To enable this feature, click the highlighter icon () in your editing toolbar (or under the hamburger menu in the 2017 wikitext editor). This feature can help prevent you from making mistakes when editing complex templates.
IP-based cookie blocks should be deployed to English Wikipedia in July (previously scheduled for June).

Disputed non-free use rationale for File:O'niel Cylinder.jpg
Thank you for uploading File:O'niel Cylinder.jpg. However, there is a concern that the rationale provided for using this file on Wikipedia may not meet the criteria required by Wikipedia:Non-free content. This can be corrected by going to the file description page and adding or clarifying the reason why the file qualifies under this policy. Adding and completing one of the templates available from Wikipedia:Non-free use rationale guideline is an easy way to ensure that your file is in compliance with Wikipedia policy. Please be aware that a non-free use rationale is not the same as an image copyright tag; descriptions for files used under the non-free content policy require both a copyright tag and a non-free use rationale.
If it is determined that the file does not qualify under the non-free content policy, it might be deleted by an administrator seven days after the file was tagged in accordance with section F7 of the criteria for speedy deletion. If you have any questions, please ask them at the media copyright questions page. Thank you.
