Welcome to my talk page! Please feel free to leave a message here, or email me if you prefer; however, if you post here you I ask that you observe the following requests:
*Place '''new messages at the bottom of the page''', not at the top. This preserves the chronological order for the page.
*'''Separate topic sections''' with a <code><nowiki>==Descriptive header==</nowiki></code>
*'''Sign your posts''' with four tildes (<code><nowiki>~~~~</nowiki></code>).
*'''BE POLITE.''' I am a person, not a computer. I do have feelings, and they can be hurt.
*Solicitors are welcome here, but '''do not twist my arm to do something'''. It's my decision, not yours.
*If you need/want my input on a matter outside of this page then '''please leave a link to the page in question'''.
*'''Did I delete your page?''' For CSD, [[User:TomStar81/CSD|click here]]; for AFD [[Wikipedia:Deletion review|click here]] and follow the instructions.
*'''Do not post in the archive(s)'''. I will not answer any post placed on a page that is mothballed.
*Unless otherwise noted '''I will respond on your talk page''', not mine.

{{ping|Drmies|Ben MacDui|Nick-D|Cordless Larry}} As part of this SPI case, I looked through all the accounts that Soupforone interacted with while he was unblocked and compiled my list in the sandbox. I wanted to draw your attention to the fact that my investigation has uncovered Soupforone interacted with at least 5 accounts blocked for sock-puppetry on site under various case names, not that it proves anything other than bad luck, but it is something we should keep in mind just in case. The full compiled list is [[User_talk:TomStar81/Sandbox#SPI|here]], you are welcome to copy, review, or otherwise log it; just leave the nowiki tags intact on my page so it doesn't cause a ruckus. At the moment none of the given accounts are suspected of being anything other than honest, good working wikipedians and I don't need a firestorm from editors irate with the info. ::{{ping|Cordless Larry}}Its a good idea...in theory, but the problem - which you'll see when you look through SPI archives - is that unless the accounts have been active in some capacity recently there's insufficient evidence for the SPI checkuser team to compare against the sock master. Sad as it is to say, this is a case where 9-1-1 and reporting on the fire is the standard operating procedure because installing asbestos to prevent the fire risks too much, or so the community judges. The good news (what little there is of it) is that editors and contributors to Wikipedia do not usually change their areas of interest or their common typing hacks (like words, phrases, etc), so allowing suspect accounts to edit usually results in them weaving enough rope that we can fashion a noose and hang them from it. Usually. For now I think it best just to keep low level tabs on the accounts listed and their editing patterns, if any of the given accounts suddenly throttle for no discernibly good reason it could be proof of a sock account taking up the slack for other accounts that have been shut down. Additionally, the next time we end up reopening an SPI case involving either editor we'll have another user list for the SPI people to compare to - though it will need to be noted loudly and proudly that those listed as having had interaction with soupforone or middayexpress are to be considered honest and legitimate users editing in good faith until evidence suggests otherwise. [[User:TomStar81|TomStar81]] ([[User talk:TomStar81|Talk]]) 08:48, 2 April 2018 (UTC)
::And on an asymmetrical note, we really ought to have a bot to do this sort of thing so that us humans don't have to tax our eyes and fingers doing it manually. We could call it DeceptoBot, since its job wouuld be looking into cases of deception <lol> :) [[User:TomStar81|TomStar81]] ([[User talk:TomStar81|Talk]]) 08:55, 2 April 2018 (UTC)

:::I agree that it's likely that there will be more socks, and asking for a checkuser run for sleepers would probably be a good idea. Tom, I'm not sure about your methodology - lots of those editors are people in very good standing who don't specialise in this topic area. Regards, [[User:Nick-D|Nick-D]] ([[User talk:Nick-D|talk]]) 11:13, 2 April 2018 (UTC)
::::{{ping|Nick-D}} Its an imperfect system, all this shows is who soupforone reached out to while he was here. You'll note that in the case of Middayexpress, I made that list, which proves your point: this information needs to be taken with a massive amount of salt. That being said, it does clearly and quickly suggest which accounts on Wikipedia would be most likely to take up the cause now that the the prior accounts are blocked, which could be useful information from certain standpoints (like checkuser runs). I mean to look at who editing Soupforone's talk page as well to see who talked to him while he was here, I'm sure that'll generate a few more names and additional controversy. (Incidentally, some names appear on both the Middayexpress list and the Soupforone list, which I guess is a coincidence, but still suggests that our guy may return and speak with the editors in question at some point, something else we could check against.) [[User:TomStar81|TomStar81]] ([[User talk:TomStar81|Talk]]) 11:48, 2 April 2018 (UTC)
:::::I think if you want to keep lists of names and use that to help you identify possible socks that's up to you. Whether or not it would be a fruitful way to conduct an investigation I can't really say but your diligence is certainly praiseworthy. I would however suggest using considerable discretion in using or asking others to use such a list. Many interactions will surely not be evidence of collusion and some (e.g. issuing warning messages) will suggest the opposite. In short, if using the list helps to identify suspects, great, but as Nick-D says above no few on the list are in good standing and no CU is going to run checks on such a list without clear and corroborating evidence of socking. I hope that is helpful. I came across this [https://en.wikipedia.org/enwiki/w/index.php?title=Radiation_Research_Society&type=revision&diff=836716794&oldid=836322506 edit summary] when going through AfD. I haven't looked at the copyright tool as of yet, but just as a policy/legal thing, your decline reason was incorrect if the content was copied from that webpage: all content is assumed copyright unless there is an explicit release under a compatible license. This is because the copyright law of the United States, which Wikipedia operates on, does not require that the rights holder publish with a copyright symbol. Things are copyrighted from the instant of their creation. [[User:TonyBallioni|TonyBallioni]] ([[User talk:TonyBallioni|talk]]) 02:44, 23 April 2018 (UTC)
:And of course, diffs don't work for deleted pages. [https://en.wikipedia.org/enwiki/w/index.php?title=Special:Undelete&target=Radiation+Research+Society&timestamp=20180416130834 this] was the revision that I was talking about. Anyway, like I said, didn't look at the actual content since the AfD was a clear delete, but did want to touch base on the point of who has the burden i.r.t. copyright. == Hello, from the [[Wikipedia:WikiProject Portals|Portals WikiProject]]... ==

You are invited to '''''[[Wikipedia:WikiProject Portals#Project volunteers|join]]''''' the effort to revitalize and improve the [[Portal:Contents/Portals|Portal system]]...

The [[Wikipedia:WikiProject Portals|Portals WikiProject]] was rebooted 9 days ago, and is going strong. Fifty-two editors have joined so far, with more joining daily.

We're having a blast, and excitement is high...

Our goal is to update, upgrade, and maintain portals.

In addition to working directly on portals, we are developing tools to make building and maintaining portals easier. We've finished one so far, with more to come.

[[Wikipedia talk:WikiProject Portals|Discussions]] are underway about how to upgrade portals, and what the portals of the future will be.

There are plenty of tasks (including WikiGnome tasks too) on the WikiProject page.

With more to come.

We may even surprise ourselves and exceed all expectations. Who knows what we will be able to accomplish in what may become the biggest Wikicollaboration in years.

See ya at the WikiProject!

Sincerely, <span class="nowrap">&nbsp;&nbsp; &mdash; ''[[User talk:The Transhumanist|The&nbsp;Transhumanist]]''&nbsp;&nbsp; </span> 03:09, 27 April 2018 (UTC)

== Thank you very much ==

The [[Wikipedia:Village pump (proposals)/RfC: Ending the system of portals#RfC: Ending the system of portals|RfC discussion to eliminate portals]] was closed May 12, with the statement "There exists a strong consensus against deleting or even deprecating portals at this time." This was made possible because you and others came to the rescue. Thank you for speaking up.

By the way, the current issue of the Signpost features an article with interviews about [[Wikipedia:Wikipedia Signpost/2018-05-24/WikiProject report|the RfC and the Portals WikiProject]].

I'd also like to let you know that the [[Wikipedia:WikiProject Portals|Portals WikiProject]] is working hard to make sure your support of portals was not in vain. Toward that end, we have been working diligently to innovate portals, while building, updating, upgrading, and maintaining them. The project has grown to 80 members so far, and has become a beehive of activity.

Our two main goals at this time are to automate portals (in terms of refreshing, rotating, and selecting content), and to develop a one-page model in order to make obsolete and eliminate most of the 150,000 subpages from the portal namespace by migrating their functions to the portal base pages, using technologies such as selective transclusion. Please feel free to join in on any of the many threads of development at the [[WT:WPPORT|WikiProject's talk page]], or just stop by to see how we are doing. If you have any questions about portals or portal development, that is the best place to ask them.

If you would like to keep abreast of developments on portals, keep in mind that the [[Wikipedia:WikiProject Portals#Project members|project's members]] receive updates on their talk pages. The updates are also posted [[Wikipedia:WikiProject Portals/Newsletter archive|here]], for your convenience.

Again, we can't thank you enough for your support of portals, and we hope to make you proud of your decision. Sincerely, <span class="nowrap">&nbsp;&nbsp; &mdash; ''[[User talk:The Transhumanist|The&nbsp;Transhumanist]]''&nbsp;&nbsp; </span> 23:23, 25 May 2018 (UTC)

P.S.: if you reply to this message, please {{tl|ping}} me. Thank you. ''-TT''

:* Following a [[Wikipedia:Requests for comment/Event coordinator proposal|successful request for comment]], administrators are now able to add and remove editors to the [[Wikipedia:Event coordinator|"event coordinator" group]]. Users in the event coordinator group have the ability to temporarily add the "confirmed" flag to new user accounts and to create many new user accounts without being hindered by a rate limit. Users will no longer need to be in the [[Wikipedia:Account creator|"account creator" group]] if they are in the event coordinator group.
:* Following an [[Special:PermaLink/842448517#General_sanctions_proposal|AN discussion]], all pages with content related to [[blockchain]] and [[Cryptocurrency|cryptocurrencies]], broadly construed, are now under indefinite [[Wikipedia:General sanctions/Blockchain and cryptocurrencies|general sanctions]].

[[File:Octicons-tools.svg|20px|alt=]] '''Technical news'''
:* IP-based [[phab:T152462|cookie blocks]] should be [[phab:T192017|deployed]] to English Wikipedia in June. This will cause the block of a logged-out user to be reloaded if they change IPs. This means in most cases, you may no longer need to do /64 range blocks on residential IPv6 addresses in order to effectively block the end user. It will also help combat abuse from IP hoppers in general. For the time being, it only affects users of the desktop interface.
:* The Wikimedia Foundation's Anti-Harassment Tools team will build [[Wikipedia:Community health initiative on English Wikipedia/Per user page, namespace, category, and upload blocking|granular types of blocks]] in 2018 (e.g. a block from uploading or editing specific pages, categories, or namespaces, as opposed to a full-site block). Feedback on the concept may be left at [[Wikipedia talk:Community health initiative on English Wikipedia/Per user page, namespace, category, and upload blocking|the talk page]].
:* There is [[phab:T174313|now a checkbox]] on [[Special:ListUsers|Special:ListUsers]] to let you see only users in temporary user groups.
:* It is [[phab:T165535|now easier]] for blocked mobile users to see why they were blocked.

[[File:Scale of justice 2.svg|20px|alt=]] '''Arbitration'''
:* A [[Special:PermanentLink/843882679#Issue with emails sent to the Arbitration Committee|recent technical issue]] with the Arbitration Committee's spam filter inadvertently caused all messages sent to the committee through Wikipedia (i.e. [[Special:EmailUser/Arbitration Committee]]) to be discarded. If you attempted to send an email to the Arbitration Committee via Wikipedia between May 16 and May 31, your message was not received and you are encouraged to resend it. Messages sent outside of these dates or directly to the Arbitration Committee email address were not affected by this issue.

[[File:Info Simple bw.svg|20px|alt=]] '''Miscellaneous'''
:* In early May, an [[phab:T193769|unusually high level of failed login attempts]] was observed. The WMF [https://lists.wikimedia.org/pipermail/wikimedia-l/2018-May/090145.html has stated] that this was an "external effort to gain unauthorized access to random accounts". Under Wikipedia policy, administrators [[Wikipedia:Password strength requirements|are required to have strong passwords]]. To further reinforce security, administrators should also consider enabling [[Wikipedia:Simple 2FA|two-factor authentication]]. A [[Template:Committed identity|committed identity]] can be used to verify that you are the true account owner in the event that your account is compromised and/or you are unable to log in.

:* Starting on July 9, the WMF Security team, Trust & Safety, and the broader technical community will be seeking input on an [[phab:T190015|upcoming change]] that will [[meta:Creation of separate user group for editing sitewide CSS/JS|restrict editing of site-wide JavaScript and CSS]] to a new [[meta:Technical administrators|technical administrators]] user group. Bureaucrats and stewards will be able to grant this right per a community-defined process. The intention is to reduce the number of accounts who can edit frontend code to those who actually need to, which in turn lessens the risk of malicious code being added that compromises the security and privacy of everyone who accesses Wikipedia. For more information, please review the [[meta:Creation_of_separate_user_group_for_editing_sitewide_CSS/JS#FAQ|FAQ]].

This feature can help prevent you from making mistakes when editing complex templates.
:* IP-based [[phab:T152462|cookie blocks]] should be [[phab:T192017|deployed]] to English Wikipedia in July (previously scheduled for June).

==Disputed non-free use rationale for File:O&#39;niel Cylinder.jpg==
[[File:Copyright-problem.svg|64px|left|alt=|link=]]
Thank you for uploading '''[[:File:O&#39;niel Cylinder.jpg]]'''. However, there is a concern that the rationale provided for using this file on Wikipedia may not meet the criteria required by [[Wikipedia:Non-free content]]. This can be corrected by going to the file description page and adding or clarifying the reason why the file qualifies under this policy. Adding and completing one of the templates available from [[Wikipedia:Non-free use rationale guideline]] is an easy way to ensure that your file is in compliance with Wikipedia policy. Please be aware that a non-free use rationale is not the same as an [[Wikipedia:Image copyright tags/Non-free|image copyright tag]]; descriptions for files used under the non-free content policy require both a copyright tag and a non-free use rationale.

If it is determined that the file does not qualify under the non-free content policy, it might be deleted by an administrator seven days after the file was tagged in accordance with [[Wikipedia:Criteria for speedy deletion#F7|section F7 of the criteria for speedy deletion]]. If you have any questions, please ask them at the [[Wikipedia:Media copyright questions|media copyright questions page]]. Thank you.<!-- Template:Di-disputed fair use rationale-notice -->
