Owhor was born on 11 October 1958 and was raised in Choba, [[Obio-Akpor]], in the metropolis of [[Port Harcourt]], the capital of [[Rivers State]]. He is an alumnus of Akpor Grammar School where he rounded off his secondary education.
He proceeded for his tertiary education in 1980 at the University of Lagos, where he obtained his [[Bachelor of Laws]] degree (LL.B.) in 1983. He was called to bar in the Nigerian Law School Lagos 1984.
