So, this is a good article, and primairly meets the GA criteria. However, I think this would be far better suited for Featured Lists; in the GA Criteria, lists are given as an example of what cannot be a featured article. Since this is primairly enumerating the different states and territories over time, rather than an in-depth dive into the functioning of administrative divisions throughout India, I think FL is the way to go here.
However, if you want a GA in this field, I think splitting "State (India)" and/or "Union territory (India)" off into their own seperate articles which talks about their administrative functions and roles would be very possible GAs, and possibly allow for a Good Topic alongside this.
