-::The only issue is because North Dakota already passed constitutional [concealed] carry in 2017, no news article mention the repeal of the day-time ban on loaded open carry which was done in 2019 under HB 1293 as the bigger story was vehicle carry. That said, could I cite [https://video.ndlegis.gov/en/PowerBrowser/PowerBrowserV2/20240314/-1/18693?startposition=20210122090526 the video of legislative hearing] where the representive who introduced HB 1293 explicitly states the bill removes the requirement to have a license to open carry?
