Based on Wikipedia's guidelines for lead length, I am reorganizing the lead section and removing the tag for over-long lead. An article of this length would be expected to have a lead of 2-3 paragraphs. I have reviewed the article and am satisfied that the lead serves as a summary of article contents and does not contain material that would be better moved into the body of the article.
