In 1994, Lewis ran and won a seat in the [[Ohio House of Representatives]] which was formerly held by members of the McLin family for almost thirty years. He won reelection in 1996 to a second term. In 1997, he opted to run for a seat on the [[Dayton, Ohio|Dayton City Commission]], and won. As a result, he was required to resign his House seat, and served on the Commission from 1998-2001.
