He was a high ranking civilian member of the defunct central committee of the politburo of Worker Party of Ethiopia who advised Mengistu on the nations economics affairs. Honest and straight shooter; at occasions he used to stand up to Mengistu's misguided policies and as a result had received and endured numerous verbal and physical abuses. At one point it is rumored that Mengsitu had to throw cigarettes ashtray at him for disagreeing to one of his failed directives.

In May 1991, after hearing of [[Mengistu Haile Mariam]]'s fall from power, he fled to the [[Italy|Italian]] embassy in [[Addis Ababa]], along with Lieutenant General [[Tesfaye Gebre Kidan]], [[Ministry of Foreign Affairs (Ethiopia)|Foreign Minister]] [[Berhanu Bayeh]] and Chief of General Staff [[Addis Tedla]] and many other senior officials. Fearing diplomatic crisis, the Italian embassy officials told their new guests to leave the embassy compound at once. When Hailu Yimenu heard this he took pistol and committed a suicide. After this incident, the Italian allowed the remaing officials to stay in the compound. He was succeeded by [[Tesfaye Dinka]].
