Those painted elsewhere probably need a licence relevant to that place. If only there was just one simple answer. Any painted in India must be considered first published there and will qualify for the Indian public domain licence. Those painted elsewhere probably need a licence relevant to that place. In addition, every one also needs a licence explaining why it is out of copyright in the U.S. because Wikimedia Commons files are hosted in the U.S. and files must be out of copyright in the original country and the U.S. as well.
