Hi John! Your article is really interesting. My suggestions would be to start with the legislation being enacted and follow it's path from introduction through signing. Then putting what you have as your first paragraph after all that. Also, your paragraph listing the purpose of the law has some spelling and grammatical errors. Hope this helps.
