Following completion of Bryggebroen, a bicycle and pedestrian bridge connecting Amager and Vesterbro, there were access problems for the approximately 9000 bicyclists crossing the bridge daily. To continue their journey across the Dybbølsbro viaduct leading over the train tracks and into the central city, bicycle users were either forced to make a 750 metres (2,460 ft) detour around the Fisketorvet shopping centre, or carry their bikes up the ramps of a stair well, to overcome the 5 metres (16 ft) elevation difference.

In order to address the problem, the municipal council allocated DKK 2,5 million (aprox. USD 500.000) in the 2010 budget to project a ramp on the site and awarded the task to a consortium of Bryggebroens designer Dissing+Weitling, engineering consulting company Ramboll and landscape architect Marianne Levinsen. With a budget of 20 million kroner for the ramp, the team suggested three alternative designs. While two of the options fell within the allocated budget, they carried inherited problems from the limited space on site, such as conflicts between bicyclists, pedestrians and vehicle traffic.
