Copyright violations

Please do not add text cut and pasted from Australian government sites into Wikipedia. The Australian government does not release its material into the public domain; so text cannot be added verbatim (or slightly remixed) from their sites. --Peta 05:46, 30 March 2007 (UTC)

I am working for NT Government and we decided to use our material for Wikipedia!

That may be, but from how I'm interpreting the government copyright notice ( http://www.environment.gov.au/about/copyright.html ) it cannot be included on Wikipedia because it is not freely licensed text. I quote: "You may download, store in cache, display, print and reproduce the material in unaltered form only (retaining this notice, or links to it where they appear) for your personal, non-commercial use or use within your organisation." Because Wikipedia's material may be downloaded and freely used in commercial works, copying the material from the government website fails the "non-commercial" part of the government license. Any text submitted must be freely licensed for use under the GFDL license. I will say I'm not an expert, but if you really want this imformation added, and want the freedom to do so in the future, I would suggest getting in touch with an administrator (or preferrably someone even higher up) and speak to them about what is required to prove the text can and has been released freely into the public domain.

However, I *really* am liking the images you submitted, and when I find the time to set aside, I plan on going through and adding what I can to the article. It may also be feasible to paraphrase or otherwise summarize parts of the website text and use that in the article (so it isn't a direct copy and paste; just make sure the information is properly sourced and cited). Therein lies the problem, as I see it. Proof of permission lies with the editor. As it stands, we have only your word (no offense, of course) that it is free, whereas the website itself states that it is not free. This needs to be rectified before the material can be added. I already sent an email to prove it but sometimes I really wonder why you make it so hard to work for Wikipedia. Have a look at Deletion request you will see we got permission to use our pictures and I can't see why I have to prove it every time again. NTTC

Forgive me, but I'm not seeing what that link proves. There isn't any issue with the images...they are properly licensed it appears (as I said above, I really like them and look forward to trying to integrate some of them into the article). The issue is with the text that is being copied from the government website, which by statement of the website itself cannot be copied for potential commercial use, as I've explained before. Don't get me wrong, I think you've got a lot to offer and want to encourage you to continue contributing, but dealing with such things is very tricky, especially this situation (government employee attempting to add copyrighted government material). I cannot comment as to the email that you sent, I certainly don't have access to such stuff. Was an email sent back to you? There was a deletion request Darwin images for our images before and we got a ticket from Cary Bass (he must work directly for Wikipedia because his email address was "Permissions <permissions@wikimedia.org>") for using all pictures. This ticket was added to the request. Last time it took 3 weeks to get an answer from Wikipedia. I am a online project manager at Government NT and there are 5-6 people working on this project for Wikipedia. So not there is not just one employee :-) but anyway I will wait and see and stop this project in the meantime. NTTC

That's bloody fantastic that you have a crew working on stuff for Wikipedia...I wish other government entities would do the same. However, the OTRS ticket, as I'm understanding, was stating permission for the use of images, which are completely different from the use of text. Again, I'm not an expert, and because I don't have a login to OTRS I cannot read what the email said, but it seems a separate permission must be given for the use of the website text. No sense in stopping the project...just proceed with caution :) Again, speak to and maintain a close relationship with the admins here on en.wiki. That's what I've been saying...there's no problem with the images, that's been fully taken care of. The problem is with the text of the website, for which permission has not been established. I know there are no problems with the pictures (anymore) but the reason for having all this trouble was the same. I had to prove I am working for Tourism NT/ NT Government by sending a permission request to Wikipedia and it took a long time.. so asking me for a prove before deleting everything would have been polite :-) I also write for Wikipedia Germany and there were not so many difficulties and people who delete something for - I think - no reason. They talk to you first. It is just a little bit frustrating and also time consuming here. But thanks for your help Huntster.NTTC

Did tourism NT provide the content for the Australian government sites where the text you have added appears. If not then there is still a problem here. --Peta 06:19, 2 April 2007 (UTC)

It is the other way around. We collected different material and talked to each department if we could use it. The whole text was than rewritten (if necessary) and went back to each department for a final check. Our PR department approved all material afterwards. So what kind of prove do you need? I can send you an email from my work address or you could talk to our PR manager if you like.

Copyright (continued)

I'm sorry that you're taking a hammering on copyright. We don't mean to discourage you from contributing. However we have to be very careful about copyright issues, as a lot of people upload material that doesn't belong to them, because they don't understand copyright, or because they don't appreciate its importance.

When you upload material to Wikipedia, you are releasing it under a licence known as the GFDL, which stipulates that you will let anyone use it for any purpose, so long as they also let anyone use it for any purpose, and so on. Only the copyright holder can license material under the GFDL. Just because someone gives you permission to use their material, doesn't mean that you can release it under a GFDL license on their behalf. To put it another way, you can't upload material from websites unless you have contacted the copyright holder and asked them to release the material under the GFDL, and they have agreed.

There's two things you need to do here, for a start:

1. You need to establish your bonafides. Would you be prepared to send me an email from your work domain, asserting that any material you upload here is either your own work, or has been released under the GFDL by the authors? If you do this, then I will be happy to vouch for you to anyone who challenges your right to post this material.
2. You need to communicate very clearly what you are doing, on your talk page and in your edit summaries. Otherwise your work will be constantly reverted by people who believe it to be copyright violations. For example, if you post information from the NT government website, you need to provide an edit summary that says something like "Posting text from NT government web site with permission".

Okay, I'm happy to vouch for your identity, and we will of course assume good faith with respect to your copyright claims.

Be aware that copy-pastes from websites is like a red rag to a bull around here. If you don't want your posts wiped away as copyright violations, you need to be very communicative about what you're doing - informative edit summaries, informative messages on talk pages, and an informative user page. Even then, sometimes people will wipe your contributions without first checking the article history or talk page, so be prepared to patiently explain and restore your material multiple times.

Finally, I hope you realise that once the material is on Wikipedia, it can and will be edited mercilessly. Text that you contribute may be refactored or added to in ways that might not reflect positively on the Northern Territory, its tourist attractions or industry, or its government; and there's nothing you can do about it, so long as the final outcome is encyclopaedic (i.e. verifiable, unbiased, and notable). Because, after all, we're here to write an encyclopaedia not a tourist brochure.

I'm also happy to help - I do a lot of work with the WA geographical articles and only last week I extended it a little bit to cover suburbs of Darwin, although I haven't started those yet (only set up Darwin and Palmerston suburb templates so far, and done articles for the corresponding entities). Thanks a lot for all your help. I will have to decide in the next few days which articles we will do next. Suburbs will come later, first we will do towns and national parks, aboriginal related articles and then we will see. I will encourage my writing team to do a better job in collecting and rewriting all material. I personally try to do my best in editing it. So thanks again. Uluru is an inselberg

Uluru is in fact an inselberg (a bit of rock sticking out from a larger substrate), not a monolith (one unconnected pebble sitting in the sand) as is commonly believed. There are a few sources on the Uluru pages which say so, or if you don't have access to them, here's a talk by Dr Karl which says the same. -Malkinann 21:02, 2 April 2007 (UTC)

Given the outcome of this discussion, I've restored your edits to Uluru but still encourage you to modify the text to keep it from being a straight copy-and-paste situation, and write a notice on the talk page of the article describing your situation and clearly state that this activity has been approved.
