I appreciate that CIA has more than one meaning, that's why we have a disambiguation page. I contend that [[Central Intelligence Agency]] is the primary meaning among Wikipedia users, and is the primary intended target when the link [[CIA]] is used. (Please see "What links here" for a list of links that would need changing otherwise.) The article on the Agency begins with a hatnote pointing to [[CIA (disambiguation)]], as per [[WP:DAB#Disambiguation Links]], so the circle is complete.
