Is there any good reason we are using:
* {{tlx|ListFlag|Flag of the Australian Capital Territory.svg|28px}}<nowiki>[[Australian Capital Territory]]</nowiki>, rendering as {{ListFlag|Flag of the Australian Capital Territory.svg|28px}} [[Australian Capital Territory]]
rather than the rather simpler, shorter:
* {{tlx|flag|Australian Capital Territory}}, rendering as {{flag|Australian Capital Territory}} <br>
in the table in the [[COVID-19 vaccination in Australia#Vaccination rollout by states and territory|Vaccination rollout by states and territory]] section? <br>

The scale goes from zero to 12M+ in increments of 2 million. Choice of first dose scale in graph
