Sanken was born in Zagreb and his family had a long tradition of support for Christian Democrats and anti-communist views. A number of his relatives, including both uncles and a cousin, opposed the Yugoslav regime. By moving frequently in the 1980s, Sanken successfully avoided mandatory military service in the communist Yugoslav army.

He participated in secret meetings with dissidents, distributed banned literature and criticized the only legal party in Croatia at the time under different pseudonyms.

Since about 1988 Sanken began to participate in the "Croatian Spring" rallies, becoming one of its most significant figures and contributing to the fall of the regime in 1991.

In the same year, Sanken was appointed nation's president by Independence Council.
