The Warlords are seven of the most powerful pirates in the series. They made a deal with the World Government for the Navy to drop its bounties on their heads, provided that they work for the government. The first of them to be introduced is <!--"Dracule" is a matter of spelling, not an actual name change.-->Dracule "Hawk-Eyes" Mihawk, who defeated and severely wounded Roronoa Zoro at the Oceangoing Restaurant, Baratie.

The other known members of the Seven Warlords of the Sea are Donquixote Doflamingo and Bartholomew Kuma. Sir Crocodile was initially a member of the Warlords, but he is defeated by Monkey D. Luffy at the end of the Arabasta arc, arrested for his crimes, and stripped of his rank. His replacement has not yet been decided, but the captain of the Blackbeard Pirates, Marshall D. Teach, appears to be interested in the position. Sir Crocodile's replacement and the other two as-yet unnamed members have not yet been shown in the manga.

Characters commonly mistaken for Warlords of the Sea
Many fans commonly mistake other people in the series as belonging to the Seven Warlords of the Sea, due to their great strength and the amount of mystery that surrounds them. Despite their power and unique attributes, however, they remain outlaws in the eyes of the government.
* Red-Haired Shanks - It is stated that the government is keeping a watch on him.
* Whitebeard - The government is also keeping a watch on him.
* Dragon - Also being watched, due to being a Revolutionary. Dragon is possibly the individual most commonly mistaken for a Warlord of the Sea due to his animal themed name.
