It begins in the middle of the first paragraph with an open single quote, as is British usage, but there's no close quote at the end of the paragraph. Whatever the bounds of this quotation, at this length it would be better blockquoted than demarcated with the rather inconspicuous single quote character. ... And I am going to do just that, on the assumption that its bounds are as I just described.
