Foundation's Fear (1997) is a science fiction novel by Gregory Benford, set in Isaac Asimov's Foundation universe. It is the first book of the Second Foundation trilogy, which was written after Asimov's death by three authors, authorized by the Asimov estate.

Plot summary

Eto Demerzel has just resigned from the position of First Minister of the Galactic Empire, and the Emperor Cleon I has set his mind that Hari Seldon will be his new First Minister. However, Hari is reluctant to accept this, knowing full well that the affairs of the Empire would leave him no time to work on his psychohistory.

Nevertheless even without psychohistory, Hari's insight was often sought by Cleon, such as in creating the Moron Decree. The Moron Decree assigned the name of "Moron" to terrorists, thereby erasing their identities from history, and denying them fame and immortality.
