Central Government Complex, Tamar is the new location for the offices of the Government of Hong Kong Special Administrative Region.

The new government building uses neither Chinese nor European government building designs, but instead it is a mix of postmodern architecture and low-frills international design.

Located at the Tamar site, the complex houses the Office of the Chief Executive of Hong Kong, the Legislative Council of Hong Kong and the Central Government Offices.

This winning design was from the Gammon-Hip Hing group and scheduled to be completed in 2010. Construction is due to begin in mid-February 2008, for completion in 2011. It will engage more than 3,000 workers.

Components

The complex consists of three blocks:

Office Block

This block is made up of two towers and forms a glass arch. The 27 storey east tower will be home to:

• Office of the Chief Secretary for Administration
• Office of the Financial Secretary
• Transport and Housing Bureau
• Food and Health Bureau
• Commerce and Economic Development Bureau
• Financial Services and the Treasury Bureau
• Development Bureau

The 23 storey west (black glass) tower is be home to:

• Security Bureau (Hong Kong)
• Civil Service Bureau
• Constitutional and Mainland Affairs Bureau
• Home Affairs Bureau
• Education Bureau

While official use came into effect on August 1st, 2011, administrative staff had taken office from 15th January 2011.

Low Block

This 4 storey block will house the Office of the Chief Executive of and the Executive Council. The ExCo will have their chambers located here.

Legco Block

This block consists of the 4 storey Legislative Council Chambers (Plenary Hall) and a 10 storey office tower. Within the block, the chamber was designed not to resemble the current Legco chambers, which borrowed the current layout and concept from the British House of Commons. The block is also to be home to committee rooms, press room, offices of members of the Legco, as well as the office of the Legco President.

Interior theme colours of the Legco Block

The rooms on the Legco Block will sports theme colours:

• Green - Democracy and influenced by parliamentary green used by the British House of Commons
• Purple - people of Hong Kong (Public/Electorate)
• Grey - Open government and Rule of Law - clarity and transparency of government and the laws of Hong Kong
