Lyonpo Jigme Yoser Thinley (born 1952) is the former Chairman of the Council of Ministers and Head of the Government of Bhutan. "Lyonpo" is a title meaning "minister". The Chairmanship to the council is on rotation for a term of 1 year each. rotation is on the basis of the number of votes secured in the election to the council.
He has held this office twice - once from 20 July 1998 to 9 July 1999 and from 30 August 2003 to August 20 2004.
