K-quarantine is a term used in 2020 by the South Korean administration, including the Ministry of Health and Welfare.[1][2] It describes how the Republic of Korea has successfully dealt with the COVID-19 pandemic. The national health insurance system is cited as a major factor in the success of K-quarantine.[3][4][5][6] South Korea has succeeded in reducing the number of confirmed cases with the advanced quarantine system that Prime Minister Goh Kun successfully implemented during the SARS-CoV crisis.

History

An initial surge in confirmed cases

South Korea's first COVID-19 cases began in February.[7] The first confirmed infection of a Chinese national who visited Korea on the 20th of January 2020, which led to increased anxiety about the virus in Korea.[8][9] In February 2020, Korea faced a significant crisis; the number of confirmed cases of mass infection in the Shincheonji Daegu Church and the number of confirmed hospitals in Cheongdo, North Gyeongsang Province, increased exponentially.[10][11] South Korea, which once had nearly 5,000 confirmed cases of coronavirus infections per day, ranked second in the world in terms of the number of confirmed cases, was drawing attention from people around the world.[12] Since then, the number of confirmed patients has gradually decreased compared to the beginning through distance-keeping policies, prompt treatment, the mandatory wearing of masks, growing awareness amongst citizens, and recommendations to refrain from going out.

The Korea Centers for Disease Control and Prevention (KCDC) is an organization that has worked to prevent the disease. The KCDC briefed the public on the number of confirmed cases and the overall situation every day and was able to create a system that tracked cases in real-time in the country. South Korea's president, Moon Jae-in, provided encouragement.[13] In June 2020, the KCDC decided to promote the KCDC to the "Disease Management Agency".[14]

Korea's quarantine system, cleaned by Prime Minister Goh Kun

Prime Minister Goh Kun successfully dealt with quarantine during the SARS-CoV crisis,[20] and the well-worn advanced quarantine system saw light again when Covid-19 occurred. When SARS broke out, Prime Minister Goh Kun effectively acted as a 'prevention control tower' and the nation's quarantine system took shape during Goh's reign. Since Prime Minister Goh Kun, Korea has laid out the foundation for an advanced quarantine system and has become a "Snowball" that enabled the Republic of Korea to overcome Corona 19.

Drive-Through Testing

On February 23, 2020, South Korea developed the world's first drive-through COVID-19 testing sites. This method requires 10 minutes to complete reception, examination, temperature measurement, sample collection from nose and mouth, and disinfection along the line. This method and can test 6 people per hour, which is three times the thru-rate of a regular screening clinic.[21][22] The idea was presented by Kim Jin-yong, director of infectious medicine at Incheon Medical Center.[23] As the number of people subject to examination increased dramatically due to the mass infection from the Shincheonji Church incident, drive through testing was devised. Chilgok Kyungpook National University Hospital first installed a drive-through. Since then, drive through testing has expanded nationwide and currently there are about 50 drive through testing locations in operation in South Korea. Drive-through screening clinics were praised by major media around the world, including CNN and AFP.

Cooperation with other countries

Many countries have asked Korea to export Korea's diagnostic kits, while neighboring countries have also said to strengthen cooperation with Korea.[24][25]

Parnership with China

South Korea's Foreign Ministry held a video conference with China on March 13. They evaluated and shared experiences in different fields between Korea and China regarding the Corona 19 response and discussed ways to cooperate in the future, including quarantine, exchange of clinical information, supply and demand of quarantine materials, and support for business activities. They also exchanged masks between Korea and China. The former chairman of Alibaba, a Chinese e-commerce company, donated 1 million masks to Korea.[26][27]

However, many voices were opposing the idea of "take care of the Korean people first."[28]

The United States of America

Citing the alliance with South Korea, the U.S. said they would exchange various technologies between the two countries in the Covid-19 crisis. South Korea has also exported diagnostic kits to the United States several times.[29] As a result, about 750,000 diagnostic kits were sent to the U.S. Afterwards, another diagnostic kit was sent to check 160,000 times.[30]

Patient reduction

As on March 2020, the number of confirmed cases shifted from an increase to a decline, and Korea's Covid-19 problem improved. Now, citizens generally take it for granted to wear masks and refrain from going out overall.[31][32] In addition, as a result of continuing to promote the rules of conduct to the public in briefings by media and state agencies, people can take quick and appropriate actions without being confused when suspected of Corona.

World export of K-quarantine

The success of Korea's quarantine is called 'K-quarantine,' and the South Korean government wanted to export it to the world. Since April 2020, the world has paid attention to K-quarantine, and the South Korean government stated in May that it will export K-quarantine to the world as a packaged product. Korean diagnostic kits have been exported to 106 countries worldwide, including the United States, Colombia, India, Italy, and the United Arab Emirates. The amount also reached about $156.7 million as of April 20.[33][34][35]
