The International Code Council was established in 1994, formed by three different organizations that had developed three separate sets of model codes throughout the U.S.: Building Officials and Code Administrators International, Inc. (BOCA), International Conference of Building Officials (ICBO) and Southern Building Code Congress International, Inc. (SBCCI).[1] It produces the International Building Code (IBC).

A secret arrangement was revealed in 2019, under which the National Association of Home Builders (NAHB), a trade group representing the construction industry, obtained key seats on two committees which allowed them to block efforts to improve building codes to make buildings more environmentally sustainable and resistant to natural disasters.[2][3] This has been the subject of congressional investigation by the House Committee on Energy and Commerce.[4]
