Article rescue

Amazingly enough a search for "Manav Nyaya Shastra" returns a single hit, a PDF document that refers to the Dalit community of Nepal. Now, Nepal not being the most documented and wired country in the world, I didn't want to pass this off as nonsense, but there are no immediate sources for this information. I could not make out if this is something that's currently in the Nepalese justice system or something that's rather more ancient, so my attempt to stub might have resulted in a bit of misinformation.
