No non-free use rationale can be written without failing WP:NFCC#4. Simply, it's an image from an unendorsed fan site which itself isn't in compliance of fair use, at least not sufficiently enough to be copied over to Wikipedia. The file is a Qatari government poster used on Clothing laws by country. However, the article is not about the situation in Qatar. In fact, replacement options like text information, quotes from external sources, or free images (such as signs indicating clothing restrictions) should be enough to this article.
