The phrase: "Neutral Point of View is defined here, the "formal tone" is in reference to the aforementioned policy" is incorrect. Use a semi-colon after 'here'. Sloppy grammar makes for sloppy articles and while the sense is clear in this instance that won't ALWAYS be the case.
