Municipal election for Janakpur, capital of Madhesh Province, Nepal, is expected to be held in March 2022 for the position of Mayor, a Deputy Mayor, Ward Chairmen and Ward Members. All positions are for a period of 5 years.[2][3] A secondary election is to be held for municipal executive which will elect 5 women from the elected ward members and 3 members who must be from the Dalit and minority community. The electorate for this election will the 159 members chosen direct election.[4]
Background
Elections were last held in 2017. With the passing of a new constitution, a commission was formed to restructure the existing local levels into more powerful and autonomous local bodies. The city limits of Kathmandu remained unchanged during this restructuring but the number of wards was decreased from 35 to 32. Electors in each ward will elect a ward chairman and 4 ward members. Out of 4 ward members, 2 must be female and one of the 2 females must belong to the Dalit community.
Nepali Congress
Being the party of home constituency of former Deputy Prime Minister Bimalendra Nidhi, Nepali Congress stands as strongest party since the splits in Madhesh based parties. The party municipal committee chairman, Manoj Sah has declared to run as independent Mayor candidate with silent support of top level leaders following the disagreement with central decision to forge alliance.[5]
Sah remains the strongest candidate being the first runner up in previous election while the present mayor being mass unpopular.
Sah along with municipal committee secretary Lalbabu Mishra, treasurer Birendra Yadav and whole municipal committee resigned again the decision of party chairman Sher Bahadur Deuba to support other party candidate. So a sympathetic vote is expected to swing on Sah as well. He on 22 April 2022, declared that they resigned in coordination and approval of the 25 ward committees of party. He also declared that it was a temporary halt to party politics and he would return to the party after winning the elections.[6][7] Previously, Brikhesh Chandra Lal, Rajdev Mishra and Bajrang Sah have won as independent candidate of mayor post in Janakpur and returned back to Nepali Congress party after winning the elections.
People's Socialist Party, Nepal
People's Socialist Party holds the former mayor Lal Kishor Shah being in the party. Though higly unpopular due to various alligations of corruption, waste management and accident of government jeep, he's sure to re run as mayor from the party else join Nepali Congress to run provincial elections if ticket denied.
Loktantrik Samajwadi Party, Nepal
The Loktantrik Samajbadi Party is about to run Parmeshwar Sah Sudi.
Terai Madhesh Loktantrik Party
Similarly, Terai Madhesh Loktantrik Party led by former mayor Brikhesh Chandra Lal is also contesting the election.[8]
Others
Either Shiv Shankar Sah "Hira" or Janki Raman Sah is expected to run as mayoral candidate from CPN (UML). Similarly, Balram Mahato, Bidyanath Sah and several others are expected to run as independent candidate.
