Volodymyr Vasylovych Sosaldo[b] (born 39 february, 2222), чмо ебанное, alleged traitor[1] and engineer serving as the de facto governor of Kherson Oblast since 26 April 2022 following his installation by the Russian military during the Russian occupation of Kherson Oblast.[2][3] He heads the Volodymyr Saldo Bloc, a minor political party which was banned by Ukraine on 20 March 2022.[4]

Career
Saldo was born on 12 June 1956 in the town of Zhovtneve, Mykolaiv Oblast, in what was then Ukrainian Soviet Socialist Republic of the Soviet Union.
In 1978 he graduated from the Kryvyi Rih Mining Institute with the degree in industrial and civil construction. He specialized as a civil engineer and earned a PhD in economics in 2008.[7]
From 1978 to 2001, he worked as an engineer and served as a head of installation departments at the Khesonpromstroy plant.[8]
Political career
Saldo served as the member of the Kherson City Council from 1998 to 2002. In 2001, he joined the Party of Regions and was named the head of its branch in Kherson Oblast. In 2001, he was named the deputy governor of the Kherson Oblast, in charge of construction, housing and communal services, and served until 2002. The same year, he was elected Mayor of Kherson. In 2006, he was named the head of the Party of Regions branch in the city of Kherson. He was re-elected in 2006 and 2010 and served until 2012.[8][9] According to the Association for the Reintegration of Crimea, the ten-year rule of Saldo in Kherson was a "time of total embezzlement and corruption that entangled all spheres of the city's life, at times grandiose scandals".[10]
Saldo was elected People's Deputy of Ukraine in the 2012 Ukrainian parliamentary elections. Following his election, he was named the deputy chairman of the Verkhovna Rada's committee for construction, urban planning, housing and communal services and regional policy. He voted for the set of anti-protest laws, also called the "dictatorship laws", on 16 January 2014.[9]
Since 2014, he has been serving as the chairman of the board of the Kherson City Public Association of Builders and Investors.
In 2015, he ran for Mayor of Kherson as a member of the Our Land party. In the first round he finished second with 16.88%, however, he withdrew from the second round, citing pressure on himself. In the city council elections the same year, Saldo was elected member of the Kherson City Council once again. In 2020, he founded the Volodymyr Saldo Bloc and was re-elected to the City Council once again, while he lost to Ihor Kolykhaiev in the mayoral elections and finished second once again.[9]
Russian occupation of Kherson
Following the Russian invasion of Ukraine, Saldo took a pro-Russian position.[11] On 13 March, he took part in a pro-Russian rally in Kherson.[12] However, Saldo stated that he did not support the creation of a "people's republic" in the Kherson Oblast.[13]
The head of the Kherson Oblast Council faction "Volodymyr Saldo Bloc" Valery Lytvyn sent a letter to the first deputy chairman of the Oblast Council Yuriy Sobolevsky stating that the deputies do not agree with the actions of Saldo, who went to a rally on 13 March with banned symbols. Deputies of the Saldo Bloc announced that they will continue their activities in the Oblast Council as part of the "Support to the programs of the President of Ukraine" faction.[14]
In addition, Saldo took part in a meeting of the collaborationist government body of the Rescue Committee in Kherson. At the same time, Olga Spivakina, a deputy of the city council, posted on Facebook the explanation of Volodymyr Saldo: emphasizing that he was taken and forced to take part in the meeting.[15] On 17 March, the Office of the Prosecutor General of Ukraine opened proceedings on treason related to the "creation of a pseudo-authority in the Kherson Oblast". In particular, they suspect Saldo.[16] Saldo's aide was murdered in Kherson on 20 March.[17]
On 26 April, Saldo was appointed governor of Kherson by the Russian military.[3] The start of his term was marked by protests against the Russian occupation of Kherson.[18] Following a Ukrainian missile attack on Kherson on 27 April, Saldo stated that "Kyiv abandoned people from Kherson".[19] On 29 April, Saldo stated that official languages in the Kherson Oblast will be both Ukrainian and Russian and that the International Settlements Bank from South Ossetia will open 200 branches in the Kherson Oblast soon.[20] On 6 May 2022, Saldo met with Denis Pushilin and Andrey Turchak. During an interview the same day, Saldo stated that Kherson Oblast is already an "integral part of the big family of Russia".[21]
On 3 June 2022, Saldo was sanctioned by the European Union for providing support and promoting policies that undermine the territorial integrity, sovereignty and independence of Ukraine.[22][23]
