The Higher Institute of Music in Damascus is one of the most important educational cultural landmarks in the Syrian Arab country. It was established in 1990 by a presidential decree and the aim of its creation was to promote music in Syria by preparing a generation of music graduates who are able to carry the message of Arab and international music and work to enrich and develop it through the preparation of specialists in playing various Arab and international musical instruments, composers and leaders Bands with a broad and authentic musical culture, teaching the principles of individual, collective, Arab and international singing, and preparing music researchers, especially Arab music[1].
Before the Syrian_Civil_War the Institute used to employ russian music teachers[2]. Among them V. Babenko who led the team of authors of the musical dictionary and harmony textbook[3]
