The name [[West Germany]] is the common English name for the Federal Republic of Germany - and the article uses that common name as it is more familiar to the global community.  When Germany won in 1982, Germany was divided by the Berlin Wall - thus making an "East and West".  In 1990, the Berlin Wall came down and Germany was reunified.  Therefore the win in 2010 was the first German win since its reunification.  It is that what the article is highlighting.
