I strongly agree with the comment added by 74.133.49.129.

It is definitely wrong. No matter you lower the first observer with a rope or just let him rush to the event horizon, the first observer can't pass the event horizon within a finite time on the second observer's point of view. This is not just a optical hallucination of the second observer. Even light towards the event horizon can't contact it on the second observer's point of view.
