Carrell was born in Christchurch, New Zealand in 1959. He grew up in Hororata, Dunedin and Christchurch. He attended [[Christ's College, Christchurch|Christ's College]]. He is a graduate of [[University of Canterbury|Canterbury]], [[University of Otago|Otago]] and [[Durham University|Durham]] Universities.<ref name=":0" /> From the last university he has a Ph.D. in New Testament studies on the topic "Jesus and the Angels: The Influence of Angelology on the Christology of the Apocalypse of John," supervised by Professor James D.G. Dunn. His thesis was subsequently published in 1997 by Cambridge University Press.

Carrell was ordained deacon in the Diocese of Christchurch, 1986 and ordained priest in 1987. He served as Assistant Curate, Parish of Shirley, Christchurch, 1987-1990; postgraduate student, with Permission to Officiate, Diocese of Durham, England, 1990-1993; Assistant Priest, Parish of Stoke, Diocese of Nelson, 1993-1995; Vicar of Blenheim South, Diocese of Nelson, 1995-2001; Ministry Educator, Diocese of Nelson, 2001-2010; Ministry Educator (0.5 FTE) and Director of Theology House (0.5 FTE), 2010-2019.

Additional roles have included Acting Priest in Charge, Parish of Stoke, Nelson, 2003; Priest in Charge, Parish of Bryndwr, Christchurch, 2012-2013; Priest in Charge, Parish of South Christchurch, 2013-2014; Archdeacon of South Canterbury, 2014-2018; Archdeacon of Mid Canterbury, 2015-2018; Archdeacon of Pegasus, 2018.

Carrell has been a clergy member of the General Synod/Te Hinota Whanui, 1998-2004 (Diocese of Nelson) and 2018-2019 (Diocese of Christchurch) and episcopal member since his ordination as bishop on 9 February, 2019.

Major challenges in his episcopacy have included: leadership within the Cathedral Reinstatement Project (the project to reinstate the earthquake damaged Christ Church Cathedral in the Square in Christchurch city), working through effects of a series of congregational disaffiliations from the Diocese of Christchurch consequent on the 2018 General Synod/Te Hinota Whanui to permit blessing of same sex civil marriages, leading the Diocese of Christchurch through the lockdowns and other constraints on congregational life due to Covid-19 (through 2020 to 2022), and developing a Diocesan Mission Action Plan for the regeneration of the Diocese through the 2020s.

In 2022, Bishop Carrell was a participant in the Lambeth Conference, held in Canterbury, Kent, England through late July and early August.
